Protect Elmsford - It’s Time to Prioritize Flood Mitigation
The Issue
Complete the Saw Mill River Flood Protection Project
Elmsford has waited long enough.
The Saw Mill River has caused serious and repeated flooding in Elmsford for decades, damaging homes and businesses, disrupting transportation, and putting a recurring burden on our community.
This is not a new problem, and it is not without solutions.
The U.S. Army Corps of Engineers has studied flood protection along the Saw Mill River for decades. Other communities along the river, including Chappaqua, Ardsley and Yonkers, have received major flood protection improvements. Elmsford has not.
Today, we have an opportunity to change that. New York State has identified specific flood risk areas and potential improvements in Elmsford, and Congress has expanded the current federal Saw Mill River study to include Elmsford.
We are asking our leaders to act.
We call upon the Village of Elmsford, Town of Greenburgh, Westchester County, New York State, our state and federal representatives, NYSDEC, NYSDOT, and the U.S. Army Corps of Engineers to work together to:
- Make flood protection in Elmsford a top priority
- Advance a comprehensive, modern plan to reduce flooding along the Saw Mill River
- Complete the engineering and environmental work needed to move forward
- Secure the federal, state, county and local funding necessary to build it
- Take practical steps now to improve floodplain capacity and remove flood bottlenecks where possible
After decades of studies, Elmsford deserves action.
We ask our leaders at every level of government to work together and move from plans to construction.

Elmsford no.
