Protect Consumer Access to Licensed Health Insurance Advisors in Connecticut

The Issue

Connecticut residents are at risk of losing access to trusted, licensed health insurance advisors just as health insurance decisions are becoming more complex, more automated, and harder to navigate alone.

Licensed health insurance agents have long served as community‑based advisors helping seniors, low‑income families, people with disabilities, small business owners, and many individuals and families understand their options, enroll correctly, and fix problems when coverage fails. These agents are licensed by the State of Connecticut, held to ethical standards, and accountable to consumers long after enrollment.

However, many insurance companies are now eliminating or sharply reducing compensation for licensed health insurance agents, even though agents are still expected to provide guidance, enrollment assistance, and ongoing service.

At the same time, consumers are increasingly being told they can rely on online tools, automated systems, or AI driven resources to replace human assistance. While technology can be helpful, it is not a substitute for a licensed professional who understands individual needs, local provider networks, real‑world barriers, and the complex rules, laws, and regulations surrounding health insurance enrollments.

Why This Matters
When licensed advisors disappear:

  • Seniors struggle to compare Medicare options
  • Low‑income families risk losing coverage or choosing plans they cannot afford
  • People with limited digital access are left behind
  • There is nowhere to go for in-person guidance
  • Consumers lose an advocate when billing errors, denials, or coverage gaps occur

Automated tools do not:

  • Carry ethical or fiduciary responsibilities
  • Provide ongoing, personalized support
  • Advocate for consumers after enrollment
  • Understand complex household or medical circumstances

Replacing accountable, licensed professionals with uncompensated labor and automation puts convenience ahead of consumer protection.


Who Is Most Affected

This issue disproportionately harms:

  • Seniors and individuals with disabilities
  • Low‑income and working‑class families
  • Residents without reliable internet access
  • People who rely on trusted local advisors for help

These populations should not be expected to navigate one of the most complex systems in our nation without access to human, licensed support.

What We Are Asking
We respectfully urge the Connecticut Insurance Commissioner and the Connecticut Insurance Department to:

  1. Review insurer practices that reduce or eliminate compensation for licensed health insurance agents
  2. Evaluate how increased reliance on automation and AI affects consumer access and protection
  3. Assess the impact on seniors and vulnerable populations across Connecticut
  4. Convene stakeholders to ensure that innovation and cost‑cutting do not come at the expense of consumer care
