Request to Halt the Destruction of Critical Infrastructure and Protect Civilians

We, the undersigned supporters of this campaign, call on the United Nations, its member states, independent human rights bodies, the governments of the United States and Israel, and international media outlets to take urgent action to prevent further destruction of critical infrastructure in Iran and to protect the lives and basic living conditions of the civilian population.

This campaign does not address the question of the legitimacy of the war; rather, it focuses on how it is being conducted and its consequences for civilians and critical infrastructure. With this in mind, and with particular emphasis on the responsibility of those states that have played a more direct role in initiating and expanding military operations and that possess far greater destructive and operational capacity, especially the United States and Israel, it calls on these governments to adhere all the more strictly to their obligations under International Humanitarian Law.

Public statements by U.S. officials clearly reveal two conflicting approaches. On the one hand, before the war and in its early days, there was repeated emphasis on “helping the people of Iran” and “making Iran great again.” On the other hand, in recent days and weeks, explicit threats have been made to target critical infrastructure, including energy networks, bridges, and key facilities, and even to “bomb Iran back to the Stone Age.” This contradiction exposes a significant gap between declared objectives and the actual consequences of such actions, since the destruction of critical infrastructure directly affects the lives, health, and dignity of millions of civilians.

Existing reports and evidence of attacks on civilian and essential infrastructure, including health and research centers such as the Pasteur Institute of Iran, as well as communications and other vital infrastructure such as bridges, steel industries, gas facilities, and petrochemical plants, have caused us deep concern. These institutions play a fundamental role in public health, the continuity of essential services, and the stability of daily life. Even if claims are made that some of these targets serve dual purposes, that in no way relieves the parties to the conflict of their obligations under the principles of distinction, proportionality, and precaution.

We stress that the large-scale destruction of critical infrastructure, including power grids, energy systems, transportation networks, and health centers, even where military considerations are invoked, directly undermines a country’s habitability for its civilian population and carries consequences far beyond any short-term military objective. It must also be recognized that, beyond being indefensible from the standpoint of the most basic human rights, such actions would seriously endanger regional stability and undermine the possibility of any durable future settlement.

In addition to the concerns outlined above, speculation about the possible use of options involving far greater levels of destruction, including weapons with widespread and long-term effects, has intensified these fears. Even raising such options signals the danger of a slide toward levels of violence whose humanitarian consequences would be impossible to contain.

This campaign also addresses human rights organizations and the media. Silence or the normalization of such actions weakens the norms that were established after the catastrophes of the world wars to protect human dignity. These institutions are expected, first, to independently document, investigate, and publicly report any possible violations of international law as quickly as possible; and second, to demand transparency and accountability from those responsible for such violations and to use all available tools to prevent the continuation of these trends.

We also emphasize to the member states of the United Nations that adherence to the UN Charter, the Geneva Conventions, and other international obligations is not merely theoretical. The normalization of practices in which the destruction of critical infrastructure is used as a tool of pressure in conflict could quickly become a widespread model elsewhere in the world. Confronting this trend is not only a moral imperative, but also essential to preserving the minimum foundations of international order.

Finally, we address global public opinion and civil society activists, especially in the United States and Israel. The people who, only a few months ago in Iran, faced widespread repression and killing by their own government for protesting the denial of their most basic rights and freedoms, should not now be subjected to even greater suffering as a result of the destruction of critical infrastructure. Silence in the face of such harm being inflicted on civilians is not only an abandonment of fundamental human principles, but also a course that will deepen divisions between peoples and weaken the possibility of any peaceful and lasting coexistence in the future.

درخواست توقف تخریب زیرساخت‌های حیاتی، حفاظت از غیرنظامیان و پایبندی به حقوق بین‌الملل

ما امضاکنندگان این پویش، خطاب به سازمان ملل متحد، دولت‌های عضو، نهادهای مستقل حقوق بشری، دولت‌های ایالات متحده آمریکا و اسرائیل و رسانه‌های جهانی، خواستار اقدام فوری برای جلوگیری از تخریب بیشتر زیرساخت‌های حیاتی در ایران و حفاظت از جان و زیست‌پذیری جمعیت غیرنظامی هستیم.

این پویش، ضمن پرهیز از ورود به بحث مشروعیت اصل این جنگ، بر نحوه پیشبرد آن و پیامدهای آن برای غیرنظامیان و زیرساخت‌های حیاتی تمرکز دارد. با همین ملاحظه، و با تأکید ویژه بر مسئولیت دولت‌هایی که نقش مستقیم‌تری در آغاز و گسترش عملیات نظامی داشته و از توان تخریبی و عملیاتی به‌مراتب گسترده‌تری برخوردارند، به‌ویژه ایالات متحده آمریکا و اسرائیل، از این دولت‌ها می‌خواهد که به‌طور مضاعف به تعهدات خود ذیل حقوق بین‌الملل بشردوستانه (IHL) پایبند باشند.

در اظهارات علنی مقامات ایالات متحده دو رویکرد متعارض به‌روشنی قابل مشاهده است: از یک‌سو پیش از شروع جنگ و در روزهای ابتدایی، بر «کمک به مردم ایران» و «بازگرداندن عظمت به ایران» تأکید شده، و از سوی دیگر، در روزها و هفته‌های اخیر، تهدیدهایی صریح مبنی بر هدف قرار دادن زیرساخت‌های حیاتی، از جمله شبکه‌های انرژی، پل‌ها و تأسیسات کلیدی، و حتی «بازگرداندن ایران به عصر حجر» مطرح شده است. این دوگانگی، شکاف معناداری را میان اهداف اعلامی و پیامدهای عملی چنین اقداماتی آشکار می‌سازد؛ چرا که تخریب زیرساخت‌های حیاتی، مستقیماً زندگی، سلامت و کرامت میلیون‌ها غیرنظامی را تحت تأثیر قرار می‌دهد.

گزارش‌ها و شواهد موجود از حمله به زیرساخت‌های غیرنظامی و حیاتی، از جمله مراکز بهداشتی و پژوهشی مانند انستیتو پاستور ایران، و نیز زیرساخت‌های ارتباطی و حیاتی نظیر پل‌ها، صنایع فولاد، گاز و پتروشیمی، موجب نگرانی عمیق ما شده است. این مراکز نقشی اساسی در تأمین سلامت عمومی، تداوم خدمات حیاتی و پایداری زندگی روزمره دارند. حتی اگر ادعایی مبنی بر وجود کارکردهای دوگانه برای برخی از این اهداف مطرح شود، این امر به‌هیچ‌وجه طرف‌های درگیر را از تعهدات خود ذیل اصول تمایز، تناسب و اتخاذ تدابیر احتیاطی معاف نمی‌کند.

ما تأکید می‌کنیم که تخریب گسترده زیرساخت‌های حیاتی، از جمله شبکه‌های برق، انرژی، حمل‌ونقل و مراکز بهداشتی، حتی در صورت وجود ملاحظات نظامی، به‌طور مستقیم زیست‌پذیری یک کشور را برای جمعیت غیرنظامی آن مختل کرده و پیامدهایی فراتر از اهداف نظامی کوتاه‌مدت به‌همراه خواهد داشت. هم‌چنین باید توجه داشت که جدای از محکوم بودن چنین رویکردی از منظر ابتدایی‌ترین حقوق انسانی، چنین اقداماتی ثبات منطقه‌ای و امکان هرگونه مصالحه پایدار در آینده را نیز با تبعات جدی مواجه خواهد کرد.

علاوه بر نگرانی‌های پیش‌گفته، برخی گمانه‌زنی‌ها درباره احتمال به‌کارگیری گزینه‌هایی با سطح تخریب بسیار گسترده‌تر، از جمله سلاح‌هایی با آثار فراگیر و بلندمدت، بر نگرانی‌ها افزوده است. حتی طرح چنین گزینه‌هایی، نشان‌دهنده خطر لغزش به‌سوی سطوحی از خشونت است که پیامدهای انسانی آن به‌هیچ‌وجه قابل مهار نخواهد بود.

مخاطب دیگر این پویش، نهادهای حقوق بشری و رسانه‌ها هستند. سکوت یا عادی‌سازی چنین اقداماتی، به تضعیف هنجارهایی می‌انجامد که پس از فجایع جنگ‌های جهانی برای حفاظت از کرامت انسانی شکل گرفته‌اند. از این نهادها انتظار می‌رود که اولاً موارد احتمالی نقض حقوق بین‌الملل را به‌طور مستقل مستندسازی، بررسی و در سریع‌ترین زمان ممکن اعلام کنند؛ و ثانیاً خواستار پاسخگویی شفاف از سوی ناقضان این حقوق شوند و از تمامی ابزارهای موجود برای جلوگیری از تداوم چنین روندهایی استفاده کنند.

خطاب به دولت‌های عضو سازمان ملل متحد نیز تأکید می‌کنیم که پایبندی به منشور ملل متحد، کنوانسیون‌های ژنو و سایر تعهدات بین‌المللی، صرفاً یک تعهد نظری نیست. تثبیت رویه‌هایی که در آن تخریب زیرساخت‌های حیاتی به‌عنوان ابزار فشار در مخاصمات به‌کار گرفته می‌شود، می‌تواند به‌سرعت به الگویی فراگیر در سایر نقاط جهان تبدیل شود. مقابله با چنین روندی، نه‌تنها یک ضرورت اخلاقی، بلکه یک ضرورت برای حفظ حداقل‌های نظم بین‌المللی است.

در پایان، خطاب به افکار عمومی جهان و فعالان مدنی، به‌ویژه در ایالات متحده آمریکا و اسرائیل، تأکید می‌کنیم که مردمی که همین چند ماه پیش در ایران، در پی اعتراض به سلب حداقل حقوق و آزادی‌های خود، با سرکوب و کشتار گسترده از سوی حکومت خود مواجه شدند، نباید اکنون در معرض رنجی گسترده‌تر ناشی از تخریب زیرساخت‌های حیاتی قرار گیرند. سکوت در برابر تحمیل چنین آسیب‌هایی به جمعیت غیرنظامی، نه فقط بی‌اعتنایی به اصول بنیادین انسانی، بلکه زمینه‌ساز تعمیق شکاف میان ملت‌ها و تضعیف امکان هرگونه همزیستی مسالمت‌آمیز و پایدار در آینده خواهد بود.
