Protect California’s Grey Whales from Harassment and Harm

The Issue

PETITION LETTER — To NOAA Fisheries & CDFW

We, the undersigned, urge NOAA Fisheries and the California Department of Fish & Wildlife to take immediate action to reduce threats to Eastern North Pacific Gray Whales along the California coast.

Gray whales are experiencing sustained stress and their numbers remain well below peak levels. During migration, they face vessel strikes, entanglement, and harassment from boats and beachgoers. We ask you to:

1) Strengthen and publicize seasonal vessel slow-speed measures in migration corridors.  
2) Expand enforcement and education on minimum approach distances (100 yards).  
3) Increase support for entanglement and stranding response teams.  
4) Improve real-time whale alerts and public reporting tools.  
5) Coordinate temporary “no-approach” advisories when whales are feeding nearshore.

We are ready to assist with outreach, signage, and volunteer education. Please take swift action to reduce avoidable harm to these iconic whales.

BACKGROUND & WHY THIS MATTERS  

The Eastern North Pacific gray whale population has dropped significantly since 2016, with fewer calves born each year. Along the California coast, these whales migrate close to shore, where risks from vessels and human disturbance are highest.

Protecting them now means:  
• Safer migration through California waters  
• Reduced risk of injury or death from vessel strikes and entanglement  
• Stronger awareness among the public and boaters  
• Preserving a keystone species in our marine ecosystem  

HOW YOU CAN HELP  
• Sign and share this petition widely.  
• Give whales space: stay at least 100 yards away from them.  
• Report strandings/entanglements to NOAA: 877-SOS-WHAL(E).  
• If you operate a vessel, slow down to 10 knots in migration zones.
