Protect Barangay Guba — Oppose the Waste-to-Energy Plant in Our Uplands! 

The Issue

We have always cherished the serene hills and green landscapes of Barangay Guba and the surrounding upland communities. That peace is now under immediate threat. A proposed waste-to-energy (WtE) facility could have significant impacts on our environment, public health, and the livelihoods of families who have cared for these lands for generations. This is not just a local issue — it is a wake-up call for every Filipino who values clean air, safe water, and sustainable communities.

Here’s why this project must not be built in Guba:

Environmental risks: The facility would occupy 6–7 hectares of green space that currently helps capture carbon, cools the air, and supports biodiversity. Clearing this land would remove a critical natural buffer against heat, flooding, and other climate impacts.

Health hazards: Even with advanced filtration, harmful emissions like dioxins, furans, and mercury can occur. Children, the elderly, farmers, and residents could face increased risks of respiratory, developmental, and long-term illnesses.

Procedural concerns: Key decisions appear to have been made without meaningful consultation. Public hearings were limited, with most discussion focusing on project benefits rather than addressing community concerns.

Community impact: Roads are narrow and unsafe for heavy vehicles; noise, traffic, and operational disruptions could worsen daily life. Experiences from areas like the Binaliw waste site suggest that even with mitigation measures, residents could experience odors, noise, and environmental stress.

Need for sustainable alternatives: Upland communities need support for agriculture, water preservation, and resilient livelihoods — not projects that threaten health, environment, and the entire upland ecosystem.

We, the residents of Barangay Guba, neighboring upland communities, and concerned citizens, respectfully call on the Cebu City Government to consider relocating this project to a safer site, or identifying alternative locations that minimize potential risks to communities and the environment, while pursuing sustainable waste management solutions.

Our fight is not just for Barangay Guba — it is for every community that deserves clean air, safe water, and a healthy environment.  Join us in standing up for our families, our uplands, and future generations.
