Protect American Jobs: Reform the H-1B and H-4 Visa Programs

The Issue

American workers are being left behind. The H-1B visa program, originally intended to fill temporary skill gaps, has grown into a system that puts U.S. jobs and wages at risk. Even worse, H-1B visa holders’ dependents on H-4 visas are often granted work permits (EADs), doubling the impact on the American job market.

Between 2015 and 2021, over 171,000 H-4 work authorizations were approved, and as of 2021 at least 60,000 H-4 dependents currently hold valid work permits. Some estimates place the total number of active H-4 workers between 47,000 and 147,000. That means for every H-1B worker, there may be another dependent taking a job as well.

This isn’t just temporary labor—it’s becoming a permanent immigration pipeline. In 2023, nearly 850,000 babies were born in the U.S. to foreign-born mothers. Many H-1B families come here planning to have children, who then automatically gain U.S. citizenship. This places additional strain on our schools, healthcare system, and social services, while also affecting future job competition.

American IT, engineering, and STEM professionals are fully qualified and ready to work, but face unfair competition from foreign labor tied to corporations seeking lower costs. This system depresses wages, displaces U.S. workers, and undermines fairness in our economy.

We demand that the U.S. government:

Restrict or end H-4 dependent work authorizations.
Reform the H-1B program to ensure it only meets truly temporary workforce needs.
Close corporate loopholes that allow companies to replace Americans with cheaper foreign labor.
Invest in American workers through education, training, and apprenticeship programs.
