The Issue

As a passionate advocate for working dogs, I am deeply committed to ensuring that these incredible animals receive the protection and support they deserve. Working dogs play a crucial role in our society, serving as invaluable partners in law enforcement, military operations, search and rescue missions, and various other essential services. Yet, despite their significant contributions, these loyal animals are often at risk due to inadequate legislative measures.

H.R. 8571 is a vital piece of legislation that aims to enhance the welfare and safety of America's working dogs. This bill provides comprehensive protocols and resources to improve the working conditions, healthcare, and post-service care for these animals. By passing this bill, Congress will not only ensure that working dogs are treated with the dignity and respect they deserve but also enhance their ability to serve our communities effectively.

Working dogs have saved countless lives and continue to serve selflessly on the front lines of danger. However, without appropriate legal protections, their well-being can be compromised. H.R. 8571 addresses these concerns by implementing mandatory standards for training, rest, and rehabilitation, ensuring that these dogs remain healthy and capable throughout their service and retirement.

I urge Congress to stand by our nation's working dogs and prioritize their welfare by supporting and advancing H.R. 8571. This legislation is a significant step towards acknowledging the invaluable contributions of these animals and securing their future.

This legislation would award grants to nonprofit organizations that primarily exist to care for qualified working dogs, provide medically related financial assistance to owners of qualified working dogs, allocate not less than 70 percent of its spending towards program expenses directly related to assisting with the covered medical expenses of qualified working dogs, and separately state the veterinary expenses of such organization on the IRS Form 990 filed by such organization with the IRS.

H.R. 8571 Definitions:

(1) the term “covered medical expenses” means any expenses related to medical treatment and care of qualified working dogs, including veterinarian office visits, medical procedures, diagnostic tests, and medications or medically necessary supplements;

(2) the term “qualified working dog” means—

  (A) a retired dog that worked for the Federal Government, including the Armed Forces, to carry out military, security, or law enforcement activity; and
  (B) a service dog that works for an individual who is a veteran or a retired Federal law enforcement officer; and

(3) the term “veteran” has the meaning given the term in section 101 of title 38, United States Code.

Mission K9 Rescue is a trusted nonprofit organization with a strong track record of supporting retired military working dogs. Organizations like Mission K9 Rescue could help administer these funds effectively, ensuring that support reaches the retired working dogs and the families who care for them.

Please join me in calling on our representatives to take action. Sign this petition to show your support for H.R. 8571 and ensure a better future for America's working dogs. Together, we can make a difference.
