Now that Aragon’s rezoning and development applications have been formally submitted to Saanich, our community’s concerns have been confirmed.
The proposal is virtually unchanged from the version presented last November at Cordova Bay School!
On July 17, 2025, Aragon submitted to Saanich applications for both rezoning and development permits for the Trio Lands. Documentation for the various planning documents can now be found on the link below by clicking on the details tab for the development permit.

Please see the referenced documents below for more details. This is the official application — not the informal concept shown last fall.
The planning documents include:
- A comprehensive Development Plan
- A Landscape Plan
- A Phasing Project Plan and
- A Rationale Letter
We suggest everyone review all the documents above, especially the Rationale Letter.
Key highlights from the Rationale Letter include the following:
- 1,160 residential units;
- 17 multi-story buildings between 5 and 11 Storeys + a number of 3 story townhouses;
- A Community Plan driven by comprehensive compact urban design principles ;
- A neighborhood designed according to Smart- Growth and walkable 15-minute Community Planning Principles;
- A Development Plan that will meet the District of Saanich’s Planning goals and Provincial Supply Order;
- A projected full build-out of 20-25 years.
More updates to follow soon.
Best Regards,
Dan Horth
