The Issue
Proposed Amendment to the Constitution of the United States
Article [New Article Number]
Section 1. Congressional Term Limits. No person shall be elected to the House of Representatives more than five times. No person who has served as a Representative for five terms or more shall be eligible for appointment to the House of Representatives. If, at the time this Article is ratified, a Representative has served five terms or more, that Representative may complete their current term but shall not be eligible for re-election or appointment to any subsequent term.
Section 2. Senatorial Term Limits. No person shall be elected to the Senate more than two times. No person who has served as a Senator for two terms or more shall be eligible for appointment to the Senate. If, at the time this Article is ratified, a Senator has served two terms or more, that Senator may complete their current term but shall not be eligible for re-election or appointment to any subsequent term.
Section 3. Supreme Court Justice Term Limits. No person shall serve as a Justice of the Supreme Court of the United States for more than fourteen years. For the purpose of this section, years served as an Associate Justice and years served as Chief Justice shall be cumulative. If, at the time this Article is ratified, a Justice has served fourteen years or more, that Justice shall immediately retire from the Supreme Court.
Section 4. Age Restrictions for Federal Office. No person aged seventy years or older shall be eligible to serve as President, Vice-President, a Member of Congress (including both the House of Representatives and the Senate), or a Justice of the Supreme Court of the United States. Furthermore, no person shall be eligible to run for the office of President, Vice-President, or a Member of Congress if they would attain the age of seventy years during the term for which they are seeking election.
If, at the time this Article is ratified, the President, Vice-President, or a Member of Congress is seventy years of age or older, they may complete their current term but shall not be eligible for re-election to any subsequent term.
If, at the time this Article is ratified, a Justice of the Supreme Court of the United States is seventy years of age or older, that Justice shall immediately retire from the Supreme Court.
Section 5. Effective Date. This Article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the legislatures of three-fourths of the several States within seven years from the date of its submission to the States by the Congress.
