Prevent the officially sanctioned massacre of 190 wolves in the Spanish regions of Castilla y León and Asturias

SAY NO TO THE KILLING! IN THE 21ST CENTURY THERE IS NO EXCUSE AND NO REASON WHY THE IBERIAN WOLF (CANIS LUPUS SIGNATUS) IS ONLY PROTECTED IN PORTUGAL BUT NOT IN SPAIN.
Herewith we want to express our deepest concern regarding the unjustified increase of the hunting quota for Iberian wolves in your provinces, namely the prospected and legalized shooting of 140 wolves in Castilla – León and 50 in Asturias, which are due to be sadly implemented in the next few months.
Obviously, those hunting quotas seem to have been decided on rather randomly and with the goal to satisfy the demands of certain, largely economically and politically motivated lobbying groups which are continuously putting pressure and continuously “blackmailing” the Administration so that authorities give into their demands.
Therefore and once again, we are soliciting an independent and unbiased scientific investigation supporting an increase of hunting quotas for wolves.
With the expected indiscriminate and unselective killing of wolves in Spain’s Northern regions Spain’s Northern regions, any successful re-colonisation of former, historically documented home-range areas in the southern parts of Spain could be seriously impaired, if not even totally prevented. However, this might even be another important “hidden”, but scheduled goal of the forthcoming legalized shooting of 190 wolves. As has been clearly shown in a recent investigation (Behavior and Conservation of Large Carnivores in Human-Dominated Landscapes. Brown Bears and Wolves in the Cantabrian Mountains”. Alberto Fernández Gil, 2013: http://digital.csic.es/handle/10261/88581), any indiscriminate, non-selective control of wolf populations not only bears the risk of destabilizing existing pack structures (e.g. by killing high ranking or alpha individuals) forming a vital prerequisite for the survival of packs, but it may most likely spur more wolf attacks on livestock as they require less skillful hunters for making a kill. In this way the scheduled shooting of 190 Wolves in Castilla-Leòn and Asturia would become totally counterproductive, undermining the original idea of reducing the damage to livestock owners via the population control of wolves.
Considering available scientific data on the movement patterns and the different conservation status of the wolf populations inhabiting the Iberian Peninsula, we conclude that it is irrational and makes no sense to divide them into unprotected populations, living north of the Duero River and protected populations, living south of the Duero and putting thereby the fate of the species, it´s control and ultimately its survival exclusively into the hands of the different regional administrations. In our neighboring country Portugal, the wolf is a country-wide protected species. This has been achieved to large extent through the support of its Government and the considerable financial backing from the European Union. As the Portuguese wolf population forms part of the total wolf population inhabiting the Iberian Peninsula, it seems completely irrational that, one hand, all Europeans pay with their taxes for its protection in Portugal, while on the other hand individuals of this population once they cross the border “line” to Spain may be “legally” shot and without any punishment.
We appeal and demand to all different local, regional and national governments and institutions for their support to help us protect such an emblematic species as is the Iberian wolf, Canis lupus signatus. We also ask for their assistance to help us develop sustainable socio-economic strategies based on the wolf and its culture, as well as on the traditions associated with centuries of history in the Iberian Peninsula, ultimately fostering a more peaceful coexistence between man and wolf.
