EMERGENCIA NACIONAL ANIMAL!! en Uruguay ANIMAL EMERGENCY IN URUGUAY

Hace tiempo que han habido rumores que las autoridades querían implantar la perrera otra vez. En base a mucha presión logramos entre todos su abolición, promoviendo las castraciones masivas como único método civilizado, ético y eficaz de reducir la superpoblación canina y felina.
Los ganaderos y productores rurales hace poco comenzaron a presionar a las autoridades para matar a los perros en los campos, con la escusa de que los mismos atacaban a sus rebaños, cuando es el mismo productor quien tiene perros para su beneficio y utilización en los campos y pocos son los que castran, ya que en el interior del país casi no hay veterinarios para pequeños animales, solo para animales de producción económica para los mismos ganaderos.
Ante ésta situación, usaron como excusa la ineficacia de la CONAHOBA (Comisión Nacional de Bienestar Animal) a quienes no brindaron los recursos económicos, para su correcto funcionamiento. Dependía la misma del Ministerio de Educación y Cultura para peor el Ministro Ehrlich jamás abrió una cuenta en el Banco República Oriental del Uruguay, para lograr hacer efectivas las sanciones presentes en la Ley 18.471 de Tenencia Responsable de Animales. Aún peor se volvió la situación, cuando asumió como Ministra la Dra Muñoz en dicho ministerio, quien impuso que no quería a la Conahoba bajo la dependencia del MEC. Cuando es un tema de educación que compete al trato ético de los animales.
Fue allí donde Diputados y senadores votaron el traspaso de la CONAHOBA al MGAP (Ministerio de Ganadería, Agricultura y Pesca), ministerio que se ocupa de la producción animal y no de los derechos de los animales!! Claramente éste traspaso se debe a las intensiones de implantar nuevamente la perrera, o hacer con los animales lo que quieran.
La Leishmaniasis es la escusa que utilizan ahora para asesinar a los perros, cuando el contaminante no es el perro sino ese mosquito y si está contaminado, cualquier mamífero puede contaminarse incluso nosotros y podemos ser portadores de la misma. Con tratamiento adecuado a perros o animales que ya estén contaminados con Leishmaniasis se evita el contagio, lo deja inactivo y existen pipetas repelentes e insecticidas que evitan que los animales o humanos sean picados!! El perro no contagia sino el mosquito!!
En vez de fumigar los lugares con insecticidas apropiados para terminar con ese mosquito, y terminar con el ciclo, el MSP ordena la eutanasia de los perros bajo el consejo de la directiva de la Facultad de Veterinaria, poniendo como escusa esa Emergencia Sanitaria.
Todas las ONGs y activistas por los derechos de los animales, en todo de Uruguay, rechazamos y nos oponemos a la matanza de los perros!! EL MSP NO SOLO COMENZÓ CON LA MATANZA DE PERROS EN URUGUAY, SINO QUE SALIÓ EN MEDIO TELEVISIVO CON LA AMENAZA QUE QUIEN NO ACEPTE LA MATANZA DE SUS PERROS SERÁ DENUNCIADO ANTE LA JUSTICIA!!

There have long been rumors that the authorities wanted to implement the dog pound again. Based on a lot of pressure, Animal Help Uruguay and all Non Profit Orgs for Animal Rights, achieved the dog pound abolition, promoting mass castrations as the only civilized, ethical and effective method of reducing canine and feline overpopulation.
Ranchers and farmers recently began pressuring the authorities to kill dogs in the fields, under the excuse that they attacked their flocks, when it is the same producer who has dogs for their benefit and use in fields and few are castrated as in the countryside there are almost no vets for dogs and cats, just for animals used for animal production, such as foe cows, sheep and pigs.
The government used this, as an excuse to the inefficiency of the CONAHOBA (National Commission for Animal Welfare) who wasn't provided of the financial resources for its proper functioning. It depended on the Ministry of Education and Culture, the previous Minister Ehrlich never opened a bank account at our National Bank (BROU - Banco República Oriental del Uruguay), in order to put into effect these sanctions present in Law 18,471 of Responsible Pet Ownership. Moreover, the situation worsened, when Dr. Muñoz took office at that Ministry as Minister o Education and Culture, who forced Conahoba out of that Ministry. When education is a subject that concerns the ethical treatment of animals.
It was then that deputies and senators voted CONAHOBA's transfer to the MGAP (Ministry of Livestock, Agriculture and Fisheries), ministry that deals with animal production and definitely not for animal rights!! Undoubtedly, this transfer is due to their intentions of implementing the dog pound again, or do to animals whatever they want and not taking into account all actions of all Non Profit Humane Organizations for Animal Rights in Uruguay.
Leishmaniasis is now being used as an excuse for killing dogs, when the contaminant cause is not the dog but the mosquito and only if it is already contaminated with by Leishmania. Any mammal can be stung by this mosquito and can even contaminate us, not the dogs and one can be carrier of this disease. With proper treatment to humans, dogs or animals that are already contaminated with Leishmania, its spreading can be avoided, and there are repellents and insecticides idle pipettes to protect animals from being stung!! The dog is not contagious but the mosquito!!
Instead of spraying the places with appropriate insecticides to end with that kind of mosquito, and put an end to this cycle, the MSP (Uruguayan Health Ministry) orders the euthanasia of dogs under the advice of the Veterinary Medicine University board in Uruguay, urging the slaughter of contaminated dogs.
All Non Profit Humane Organizations for Animal Rights in Uruguay and activists, reject and oppose to dogs´ slaughter but their treatment!! We all want Science with Ethical Consciousness to be applied so as to cure and not murder!!
