HELP TO PERSUADE THE MARYLAND PAROLE BOARD TO DENY PAROLE TO TIMOTHY CONRAD PHILLIPS (Sr), DOC #301499

My daughter Amani was only a year old when Phillips sexually assulted and murdered her. This was on August 26th, 1999. That was the worst day of my life.  He also killed a 2 yr old boy named André W. in 1997 by throwing him against a wall and then putting him in the crib as if he was just sleeping. 2 innocent babies stolen from 2 heartbroken mothers. 

Justice was not served for Amani and André.  This should have been a death penatly case, but the States Attorney couldn't find a jury in Maryland willing to sit on a death penalty case (the death penalty is not valid in MD anymore, but it was then). They didn't even go for a life sentence.  He was sentenced to 25 yrs for Murder 2 for Amani, 25 yrs for Child Abuse leading to a Homicide for Amani, and 10 yrs for Manslaughter for André....60 yrs total, but all to run concurrent instead of consecutive. 

Please sign this petition to help persuade the Parole Board to keep Phillips in jail for the remainder of his 25 yr sentence.  His Parole Hearing is scheduled for January 2015. This is the 2nd time I have had to start a petiton. He was eligible for one in Nov 2011, but waived his right to a hearing and agreed to serve out the remainder of his sentence.

His current release date is July 2017, only 18 years of a 25 year sentence. This monster should never get out, let alone get out early. Our children will never have a 2nd chance at life, why should he???  Why should other children be put at risk by letting his monster out??  I do not feel that a child murderer can be rehabilitated and fear that this will happen again.
