Russia is committing war crimes against civilian population of Ukraine by: (i) aerial bombing by planes and missiles of civilian structures and (ii) laying siege to residential areas and disrupting sanitation, delivery of food, medicines and other basic human necessities. At present US and its allies have blocked over $300bn of Russian Central Bank's reserves. Out of abundance of caution US and allies have declined to implement a no-fly zone over Ukraine. I propose a non-lethal but highly effective way to punish Russia for its genocidal barbarity. For every missile or aircraft strike against Ukraine (irrespective of whether the ultimate target is military or civilian), US and allied confiscate $10m from the frozen reserves. For every day of the siege, confiscate $100m per city. At present, Chernihiv, Sumi, Mariupol, Mykolaiv, Enerhodar and Kyiv are under various forms of siege. The situation is especially dire in Mariupol where people have been known to attack each other over food. I propose that the penalty be applied retroactively. According to Ukraine's Armed forces, Russia launched over over 700 missiles at Ukraine -- this is not counting airstrikes. The six cities have been under various degree of siege for 10 days. This would imply $7bn of confiscated assets for the missile strikes and $6bn for the siege. Ukraine could badly use this money and it will provide a non-lethal, ongoing and immediate punishment to Russia for its tyranny and genocide. Some of the money can be used to compensate US and the allies for the monetary and non-monetary cost of supporting Ukraine. Continue daily confiscations until such time when Russia pulls troops out of Ukraine and signs a peace treaty on terms that are favorable to Ukraine. Russian barbarity must be stopped, Putin must pay for his crimes and Russian people must be held accountable for their criminal silence.
