Our shelters are full of backyard bred dogs and cats, puppy/kitten mills are impossible to stop, animals are being actively abused and kept in cages for breeding and animal activists are forced to watch, unable to help, because unfortunately, our breeding laws are basically nonexistent. If an animal is purposefully bred without a license, why is it not a federal crime? Rescues should be able to seize unfixed pets that are being irresponsibly kept together. Pets with genetic diseases such as albinism, double Merle, hip dysplasia, and more shouldn’t be bred and sold to uneducated buyers for thousands of dollars. Stricter laws need to be in place to stop backyard breeding. 

1. All dogs must be health tested, have a registered pedigree, and the owner must have a breeding license 

2. a secondary breeding license is obtainable for sport breeders who are breeding mutts for work, however, health testing must still be done 

3. only state-approved rescues can seize dogs 

4. Rescues must be able to prove that owner refused to fix dogs and had no plan to seperate dogs during heat. 

5. If a dog is seized, owner may get fixed dogs back, as long as they provide adequate care for dogs
