Like you, I'm sicken to see so much animal abuse in this country with little chance of persecution or method of documenting perpetuators. We need to demand a national registry for animal abusers which can offer multiple advantages to the proper authorities about offenders. Police and even background searches will be able to identify offenders who repeat offenses for easier persecution. Furthermore rescue organizations and shelters can validate that animals are going to a good home. The community will also be enlightened about potential threats. Statistically, animal abusers aren't far from escalating to human abuse. Research dictates that people who commit acts of cruelty to animals don’t stop and this registry can alarm the right people and set the precedence for much needed change.
