Preserve Outdoor Sales in Summerland: Help Amend language of Outdated Ordinance
The Issue

We are a business who derives our livelihood, and a strong sense of community from Summerland's thriving outdoor sales scene. Enriched by a resurgence of home and garden stores, Summerland has blossomed into a vibrant hub for business, outdoor activities and events, tourism, and a local hotspot for all of Santa Barbara County.
Our endeavor, however, teeters on the brink of jeopardy due to one single complainant, citing outdated language in the County Ordinance in the Coastal Zone, an attempt undeniably threatening to reverse the progress our business community has actively fostered over the years.
It is essential to remember that ordinances should be reflective of societal needs at present times. Contexts change, neighborhoods evolve, and laws need to adapt accordingly to serve their constituents better.
Summerland's economy has prospered due to the influx of outdoor sales, bringing in additional jobs, tax revenue and boosted tourism. The refreshingly interactive pop up events, community gatherings, fundraisers and small business trunk shows have also fostered a uniquely engaging experience for locals and tourists alike. This dynamic isn't merely commercially beneficial but serves as a mechanism of community-building and social engagement with pop ups and seasonal Summer Block Party and Holiday celebrations.
MIT's research supports community-oriented open-air shopping and markets, citing reduced carbon footprint, job creation, and socially equitable spaces as some of their many advantages. It is counterproductive to set models of economic and social prosperity under the axe of outdated regulatory language.
We call upon the relevant County authorities to reconsider and edit the language in the Coastal Zone's Ordinance, under §35-77A.3 of the Article II prohibiting outdoor sales, which includes display and sales outside of any enclosed building. (ie. sales are "conducted entirely within an enclosed building"). This language prohibits any outdoor sales even for home and garden retailers, which includes fountains, heaters, firepits, bird baths, dining sets, seating and sectionals, furniture, garden art, statuary, hanging baskets and decor, architectural elements, (antique and new), garden lights and lanterns, trellises and arbors, gazebos, pergolas, potted plants, shrubs and trees, succulents and any outdoor related goods. We ask that the County consider the social and economic implications of this action, and work with the community to amend the Ordinance for an inclusive solution that caters to the needs and progress of Summerland. We are not looking for donations, but signtures please.
