Nous exprimons notre très vive inquiétude concernant la détention arbitraire du Dr Achmet Saïd Mohamed, un universitaire et militant panafricaniste comorien. Cet homme de 48 ans qui a dédié sa vie au développement de l'Université des Comores, où il a notamment servi comme doyen de la Faculté des sciences et techniques, a été enlevé le 9 janvier 2024, quelques jours avant la parodie d'élection présidentielle qui a renforcé le pouvoir de plus en plus autoritaire d'Azali Assoumani et son fils. Cet acte éhonté, perpétré alors qu'il emmenait ses enfants à l'école, illustre le climat de peur et d'intimidation entretenu par le régime actuel aux Comores. Dr Achmet a été saisi par des hommes encagoulés, puis sequesté dans un endroit inconnu, soulignant la nature préméditée et clandestine de son enlèvement ainsi que le recours du régime à l'intimidation et à la violence.

En réalité, cet enlèvement et la détention subséquente sont symptomatiques de l'environnement répressif aux Comores sous le règne d'Azali. Les critiques, les journalistes, les opposants politiques et les universitaires comme Dr Achmet, qui consacrent leur vie à la société comorienne, sont régulièrement confrontés au harcèlement, aux arrestations arbitraires et même à la violence et aux assassinats. Les mascarades électorales désormais normalisées soulignent l'érosion des principes démocratiques et la consolidation d’un pouvoir totalitaire aux mains d’une dynastie familiale.

Dr Achmet est accusé d'attentat et de complot contre l'autorité de l'État et de tentatives d'actes terroristes’. Ces accusations farlfelues, politiquement motivées, ne visent en réalité qu’à faire taire toute forme de dissidence. Il s'agit d'une manoeuvre évidente et grotesque de criminaliser la critique légitime d'un régime particulièrement corrompu et dictatorial.

Nous sommes profondément alarmés par les informations faisant état de la détérioration de la santé de Dr Achmet. En effet, il est en grève de la faim depuis le 20 janvier 2025, pour protester contre sa détention illégale et exiger soit un procès équitable, soit sa liberation immédiate. Son avocat a publiquement exprimé de vives inquiétudes quant à son bien-être, déclarant qu'il est sous perfusion et qu'il peut à peine se tenir debout. Les autorités comoriennes portent l'entière responsabilité de sa santé déclinante et de tout préjudice potentiel qui pourrait lui être causé.

Soyons clairs: Dr Achmet est un prisonnier politique, injustement ciblé pour son opposition à la dictature d'Azali. Ses droits les plus élémentaires sont bafoués de manière flagrante. Dans une société civilisée, toute personne a droit à un procès équitable dans un délai raisonnable, et le droit à la liberté d'expression et à la dissidence pacifique doit être protégé. La détention continue de Dr Achmet sans un processus judiciaire transparent et impartial est une grave attaque aux droits fondamentaux et une accusation de plus contre le régime oppressif aux Comores.

Par conséquent, nous demandons instamment :

1. La libération immédiate et inconditionnelle de Dr Achmet Saïd Mohamed.
2. À défaut, un procès rapide, équitable et transparent, comprenant une représentation légale, la présomption d'innocence et la possibilité de présenter une défense, supervisé par des juges indépendants.
3. Une évaluation médicale indépendante et immédiate de sa santé.
4. Une enquête et une dénonciation publique par Amnesty International et d'autres organisations de défense des droits humains des abus du régime Azali, y compris l'arrestation arbitraire de Dr Achmet, et une pression sur les autorités comoriennes pour qu'elles respectent les droits et libertés de leurs concitoyens.
5. Un soutien international actif au rétablissement de la démocratie et de l'État de droit aux Comores.

Nous exhortons toutes les personnes de conscience à se solidariser avec Dr Achmet Saïd Mohamed et toutes les victimes de la dictature d’Azali. Son cas met en évidence la fragilité des droits humains sous un régime autoritaire. Nous devons agir maintenant pour assurer sa liberté et soutenir la lutte pour la démocratie et la justice aux Comores.

For the Release or Fair Trial of Dr Achmet, Victim of the Comorian Dictatorship

To the Authorities of the Union of Comoros and to the international community

We express our gravest concern regarding the arbitrary detention of Dr Achmet Said Mohamed, a 48-year-old academic and prominent Panafricanist militant in the Union of Comoros. Dr Achmet, who has dedicated his career to contributing to the development and growth of the University of Comoros, including serving as Dean of the Faculty of Science and Technology, was abducted on January 9, 2024, days before the sham presidential election that further entrenched the increasingly authoritarian rule of Azali Assoumani and his son. This brazen act occurred while Dr Achmet was performing the routine act of taking his children to school – a stark illustration of the climate of fear and intimidation fostered by the current regime in the Comoros. He was seized by men in balaclavas, acting with impunity under the cover of this oppressive dictatorship, a behavior that underscores the premeditated and clandestine nature of his abduction, highlighting the regime’s reliance on intimidation and violence.

This violent abduction and subsequent detention are not isolated incidents, but rather symptomatic of the repressive environment in the Comoros under Azali’s rule. Critics, journalists, political opponents, and even academics like Dr Achmet, who have dedicated their lives to the betterment of Comorian society and its educational institutions, routinely face harassment, arbitrary arrest, and even violence. The farcical election preceding Dr Achmet’s arrest further underscores the erosion of democratic principles and the consolidation of a totalitarian regime with unprecedented power in the hands of the ruling family.

Dr Achmet has been charged with ‘acts of attack and conspiracy against the authority of the state and for attempted terrorist acts’. These absurd accusations, leveled against a respected man who has tirelessly served his country, bear all the hallmarks of politically motivated charges designed to silence dissent and eliminate opposition. They are a clear and ludicrous attempt to criminalize legitimate criticism of a highly corrupt and dictatorial regime.

We are profoundly alarmed by reports of Dr Achmet’s deteriorating health. Indeed, he has been on a hunger strike since January 20, 2025, protesting his unlawful detention and demanding either a fair trial or his immediate release. His lawyer has publicly expressed dire concerns about his well-being, stating that he is on a drip and can barely stand. The Comorian authorities bear full responsibility for his declining health and any potential harm that may befall him.

Let’s make it clear: Dr Achmet is a political prisoner, unjustly targeted for his opposition to the Azali dictatorship, and his fundamental human rights are being flagrantly violated. In a civilised society, everyone is entitled to a fair trial within a reasonable time, and the right to freedom of expression and peaceful dissent must be protected. The continued detention of Dr Achmet without a transparent and impartial judicial process is a blatant human rights abuse and a further indictment of the oppressive regime in the Comoros.

Therefore, we urgently call upon the following:

1. The immediate and unconditional release of Dr Achmet, a victim of arbitrary arrest under a violent dictatorship.
2. If a release is not immediately forthcoming, a prompt, fair, and transparent trial conducted in accordance with international standards of due process. This must include the right to legal representation of his choosing, the presumption of innocence until proven guilty, and the opportunity to present a defense. This trial must be overseen by independent and impartial judges, free from political interference.
3. An immediate and independent medical evaluation of Dr Achmet’s health, ensuring he receives the necessary medical attention and care. His well-being is of paramount concern.
4. That Amnesty International and other human rights organizations investigate and publicly denounce the human rights abuses perpetrated by the Azali regime, including the arbitrary arrest and detention of Dr Achmet. They must pressure the Comorian authorities to respect fundamental human rights.
5. That the international community actively support the restoration of democracy and the rule of law in Comoros, ending the climate of fear and repression that allows for such abuses to occur.

We urge all people of conscience to stand in solidarity with Dr Achmet Said Mohamed and all victims of the Comorian dictatorship. His case is a stark reminder of the fragility of human rights under authoritarian rule. We must act now to ensure his freedom and to support the struggle for democracy and justice in the Comoros.
