We, the undersigned, respectfully present this petition to express our wish that Portugal transition from its current republican system of government to a constitutional monarchy. With this petition, we state in clear and direct terms: “We want Portugal to become a monarchy!”www2+2

Throughout its history, Portugal has known both monarchical and republican forms of government, each associated with particular political cultures, symbols and institutional traditions. Those who sign this petition believe that a modern, democratic and constitutional monarchy could reinforce national unity, provide greater continuity and stability in the highest office of the State, and offer a non-partisan figurehead who symbolically represents all citizens above day‑to‑day party politics. This vision does not reject democracy, fundamental rights or the rule of law; rather, it seeks to combine them with a monarchical institution adapted to contemporary standards of accountability and transparency.parlamento+3

We fully recognise that the current constitutional framework defines Portugal as a democratic republic and that any change of regime would require a broad, peaceful and democratic process, in strict respect for the Constitution, the law and international commitments. However, the right to petition exists precisely so that citizens may raise questions of general interest, including institutional reforms, before the competent authorities, and request that these matters be studied, debated and considered in an open and plural public discussion.diariodarepublica+3

The Assembly of the Republic promote an in‑depth and transparent public debate on the possible advantages and disadvantages of a constitutional monarchy in Portugal, including academic, legal and historical expert contributions.parlamento+1
A working group or commission be established to study comparative experiences of modern European constitutional monarchies, assessing their institutional models, safeguards and democratic performance.europarl.europa+1
The conclusions of this debate and study be made public in accessible language, so that citizens can form an informed opinion on the potential transition to a monarchy.
If, in the future, there is sufficient political and social support, the competent bodies consider initiating the appropriate constitutional procedures to enable a possible change in the form of the State, always through democratic and peaceful means.parlamento+2
