At what point does water cost too much? At what point does our utilities need to be accountable for their plans and actions? 

The supposed filtration plant is bulldozing along, and will leave middle and lower class Portlanders in their wake with unaffordable water. With wholesale clients leaving, and Portlanders moving out of state, the ones l eft will have an ever increasing cost to each one to cover this boondoggle of a trophy plant. 

At what rate are you willing to stand up and push back?  Right now it appears the rates will increase more than 500%. Can you afford that? Should you have to afford that?
