It’s becoming increasingly clear that Mr. and Mrs. Cain, along with Brian Cowgill, are colluding—plain and simple. They’re working together behind the scenes to serve their own personal interests, not the needs of the community or the cemetery. This kind of backdoor coordination, where power plays and personal gain take priority over transparency and preservation, borders on conspiracy to defraud the public trust. Their actions show a clear pattern of manipulation and self-serving intent, not community care.

I have FIVE GENERATIONS of family buried in Estates of Serenity. This is not just a cemetery—it is our history, our heritage, and the final resting place of our loved ones. We work our hardest, we give our time, and we do what the city refuses to do. Yet those in power have the audacity to criticize while holding back the very funding that could restore and maintain this sacred ground.

 

You Decide in Secret. We Do the Work.

 

The city council, trustees, and historical society sit in meetings making decisions without ever stepping foot on these grounds. Not once have they asked what’s really happening here. Come spend a day with me. See firsthand the backbreaking work we do to preserve this place. The problem isn’t effort—it’s resources. If we had new equipment and a proper team, this cemetery would be pristine. Instead, we are forced to struggle while those in power dangle funds over our heads like a ransom.

Despite the fact that this cemetery contains three ancient mounds predating the Miami people by over a thousand years, and is the resting place of a U.S. Vice President, we’ve been denied recognition and support. While we won’t name any one group, it’s deeply disappointing that an organization charged with protecting historical assets in this county has consistently resisted support for this sacred place—despite our outreach and efforts.

 


We are not accusing anyone of wrongdoing. We are stating facts and lived experiences: when we asked for help, we were met with opposition

• When mausoleums are broken into, who secures them? We do.

• When drug activity happens at 3 AM in the back of the cemetery, who removes them? We do.

• When reckless drivers tear through the cemetery, who risks their safety to stop them? We do.

 

We don’t just maintain this place—we DEFEND it. The ancestors they forget? We care for them. The graves they ignore? We protect them.

 

Millions Were Stolen, But Now They Demand Control?

 

The city claims to care about Estates of Serenity, but where were they when past management drained the trust funds and left this cemetery in financial ruin? Millions disappeared, yet the same people who let that happen now want full control before they release relief funds? That’s not accountability—that’s a power grab.

 

They Have Money for Themselves, But Not for This Cemetery?

 

Just last week, the city council proposed spending $60,000 on new furniture. That kind of money could buy two high-quality used mowers—equipment that would immediately improve cemetery upkeep. They have plenty of money for luxuries, but nothing for our dead.

 

Where Are the Officials Who Claim to Care?

 

Not once have I seen council members or trustees step foot in this cemetery to see the reality of what we deal with. Instead, they sit back and point fingers, while the real work is left to the people who actually care.

 

I personally volunteer over 40 hours a week to keep this place standing, and in all that time, I have never received a thank you, a handshake, or even an acknowledgment. Nothing. But they have the nerve to claim we do nothing? While they sit on relief funds meant for maintenance? Enough.

 

This is not about preservation. This is about control and corruption.

 

Our Petition Demands:

1. The immediate release of the designated funds for the maintenance of Estates of Serenity—without requiring a government takeover.

2. Full transparency and community oversight in all decisions affecting the cemetery’s future.

3. An end to the lies and smear campaigns against those who are actually doing the work.

For too long, Deb Cain and Brian Cowgill have been running roughshod over the taxpayers of this community, and it’s time we stop letting them get away with it. Brian Jeffrey is the only one who has cared for this community for the last 20 years, while others, including Cain and Cowgill, have sat idly by. Now that the money’s come in, suddenly they’re all interested, but they’ve shown nothing but disdain for the people who have actually worked to keep this community together.

 


Cain, as the Center Township Trustee, has been handing out public contracts to her friend, Cowgill, a firefighter, with zero regard for the public’s interest. Why was hundreds of thousands of dollars spent on a new fire station when the old one was perfectly fine? Who benefits from that? Not the hardworking men and women of this city — it’s Cain and Cowgill, lining their pockets while the rest of us get shafted.

This is a clear case of favoritism, mismanagement, and corruption. Cain is extending the cemetery to give Cowgill yet another contract for grass maintenance, and it’s obvious to anyone paying attention — this isn’t about serving the public, it’s about taking care of their friends now that the money has appeared. These politicians have turned our city into their personal piggy bank, using public resources for their own gain.

Enough is enough. This is the kind of behavior that robs everyday people of their hard-earned tax dollars. It’s time to demand answers, time to hold these so-called leaders accountable for their crooked dealings. The people will no longer sit quietly while they get richer off our backs.
