As summer gets into full swing, we hope you've had a chance to enjoy the park in all its glory - whether enjoying a local sporting fixture, out for a walk, or picnicking in the wildflower meadows (remember to dispose of waste responsibly please!).
A quick update on where things lie currently...
Over 45 individuals lodged a request to An Bord Pleanala asking ABP to make a determination in favour of the need for a full Environmental Impact Assessment for DLR plans for Shanganagh Park (something the Council have used questionable environmental screening reports to claim an EIA is not required despite there being a legal requirement to assess developments in an holistic way and not split the project into phases such as DLR have planned) - ABP's decision is due in late August at which point, subject to the outcome, a Judicial Review may be requested.
DLR will prepare a Chief Executive's Report that is supposed to take into consideration the views of the recent pubic consultation in April/May. While the previous CE Report in May 2022 was regrettably a misleading fudge which also ignored a clear majority opposition (72% of submissions) to Council plans, hope springs eternal they may finally listen to community concerns and instead support a more sustainable alternative solution using existing facilities.
Local Councillors have recently committed to ensuring a copy of the new CE's report is made available to the public approximately 7 days before any Council vote to ensure there is sufficient time to consider the CE's recommendations.
At the first Council meeting following the circulation of the CE's report (possibly Sept but likely Oct or Nov), Councillors will be asked to APPROVE, AMEND OR REJECT the CE's recommendations - this will be a crucial point where Councillors can influence the final outcome of the plans and strike a more sustainable and acceptable balance that sees sport facilities improved in a way that avoids negative impacts on local residents and preserves the park's natural character and its key role in local and wider biodiversity importance. Again, subject to the application of this process, a Judicial Review may be required.
