Take immediate actions to mitigate traffic consequences due to REM work

Considering disruptive demolition in our community beginning November 2019 and ending in 2021:

  • Cornwall bridge to be demolished – period of closure from November 2019 to September 2020;
  • Jean Talon bridge over then train tracks to be reduce to one lane east and west: Phase 1 to be completed by September 2020 at which time Phase 2 the other half of Jean Talon will be demolished to be completed by September 2021;
  • Laird bridge to be a two-way bridge over the train tracks;
  • Dunkirk to remain closed.

Considering the consequences that the Town of Mount Royal community will suffer over 2 years:

  • Severe gridlock on all street and major arteries of Town of Mount Royal;
  • Restricted access for Ambulances, Fire Trucks and Police to get to their emergency destinations in a timely way due to the extreme congestion : this could result in loss of property and worse yet loss of life;
  • Restricted access for families to get to and from schools;
  • Restricted access for families to get to and from activities (hockey, figure skating, swimming or other recreational activities that take place in our community and surrounding communities);
  • The potential extreme delays that service technicians will have to endure, increasing travel times and costs associated with servicing residents affected by these closures not to mention the interruptions of services in one’s home due to Hydro interruptions or failures that would require access for Hydro trucks;
  • Negative economic impact on commerce.

The current bridge closings will more greatly exacerbated the traffic and gridlock by the stoppage of the Two Mountain train line to downtown Montreal for an estimated 24 months starting in January 2020. The current proposals of the REM are draconian and extreme and will create a severe and unnecessary hardship on the residents of not only TMR but surrounding communities of Glenmount, Outremont, and Ville St-Laurent.

To mitigate these consequences, the Concerned Residents of TMR urge Town of Mount Royal to take immediate actions:

  1. Stagger the closing of Cornwall and Jean Talon bridges; and/or
  2. Provide a temporary automobile overpass over the train tracks to service east and west bound local traffic; and/or
  3. Provide temporarily automobile access through the Jasper rail intersection; and/or
  4. Temporary open access to Jean-Talon at Markham Road, where a traffic light already exists, to allow only outbound traffic from TMR to head east or west on Jean-Talon; and/or
  5. Repurpose temporarily the South Side of Cote de Liesse between Manella Road and Rockland Road to allow traffic to go both east bound and west bound; 
  6. Petition the courts for an immediate injunction should the REM committee not agree to reconsider the timeline of the bridge closings or to limit the amount of traffic congestion that would directly affect all our quality of life; Contact the local as well as the national media.
