Update: Escalating Our Call for Clarity on the NCSE SNA Guidelines
Dear Supporters,

Firstly, thank you to everyone who has signed and shared this petition, we’ve now reached 17,484 signatures, showing the enormous strength of feeling across the country from parents, SNAs, and educators.

We’ve continued to push for answers from the Department of Education, including the Minister of State for Special Education and Inclusion, Michael Moynihan, and Deputy Robert Troy, who both corresponded with me directly. Despite several follow-ups, no clear written clarification has been issued on the key contradictions within the NCSE Guidelines released on 12 September 2025.

In recent weeks:

A Clare FM report (17 Oct 2025) highlighted growing concern among SNAs in Clare that the new guidelines are restricting their professional role and creating confusion around reviews and allocations.

I have now formally escalated the matter in writing to both Minister Moynihan and Deputy Troy, requesting a clear written response by Friday, 25 October 2025.


We are asking for clarity on:
1) Whether the NCSE Guidelines of 12 September remain in effect or are being revised.

2) If schools can apply for SNA reviews outside the 15 Sept–24 Oct window.
3) How emotional and behavioural regulation needs are to be supported under the new rules.
4) Whether class-based reviews are still permitted.

Without clear, consistent guidance, children with additional needs risk losing access to the support they depend on, and SNAs remain in professional uncertainty. The strength of this petition shows the reality on the ground, families and SNAs are united in demanding clarity, respect, and accountability.
