
Since the NCSE Guidelines were published on 12th September, I have continued to push for clarity but the contradictions are only growing. The Department says the process for SNA allocations is “unchanged,” yet the guidelines clearly state that special classes will no longer be reviewed in isolation and that reviews are restricted to a six-week window (15th Sept–24th Oct). Ministerial statements now claim schools can apply “any time during the year,” directly conflicting with the written document. Behavioural and emotional regulation needs have been removed from consideration, while redeployment is being framed as a “positive” measure despite the anxiety it causes for SNAs.
I have written again to Robert Troy TD to highlight these contradictions and request clear answers on whether the September guidelines are still in effect or being withdrawn. I’ve also received strong support from Pat Buckley TD (Sinn Féin), who is calling for the guidelines to be scrapped, and have followed up again with Jennifer Cummins (Social Democrats) for an update.
We need one clear, official statement from the Department and the NCSE, because every child deserves consistent support, and every SNA deserves security, respect, and clarity.
