Petition to transfer this elephant to Government custody

The Issue

Elephant which ran amok at Thrichattukulam Temple which had brought that elephant for unauthorized elephant parade violating the supreme court order dated 18.08.2015. This elephant which was illegally transferred by 16 persons within 14 years originally belongs to Edakunni Warriam near Ollur in Thrissur District. Then it was transferred to another person named Chirakkal Madhu in Thrissur. Then it was transferred to Perumbavoor and was kept by T. N. Aurnkumar. Then it was transferred to Thiruvananthapuram. From Thiruvananthapuram it went to Kottayam. From Kottayam now it was kept by a person residing near Perumbavoor. After the incident at Thrichattukulam Temple, this elephant was transferred to an unidentified place as the Alappuzha ACF had not initiated any step to identify its custodian. As the ACF of Alappuzha had not kept any document in the form of a legal bond signed by its custodian accompanied with blood sample of this elephant, the forest department had committed a violation of supreme court order dated 18.08.2015. The ACF of Alappuzha had not tried to anything to bring any veterinary surgeon to diagnosis this wounded elephant at Thrichattukulam Temple. Thus this elephant suffering great pain is in the hands of offenders. When this elephant is paraded at festival, every person who climb atop the elephant has to punch his legs exactly at the place where the elephant have severe wounds. This type of using elephant for festival is a quite violation of supreme court order dated 18.08.2015. This type of violation of law must be dealt with stern penal action as early as possible. The non availability veterinary personnel and forest officials is not excuse for leaving the offenders without initiating penal action on elephant cruelty.
