TL;DR: Community members are concerned about a recent Board meeting where procedural order broke down and speaking rules appeared inconsistently applied. We are also awaiting results of a November 2025 Uniform Complaint regarding student safety, which remains unresolved as we are six months in. This petition calls for clearer governance, consistent meeting procedures, timely investigation updates, and stronger accountability around student safety and district transparency.

Dear Saratoga Community,

This petition update reflects ongoing community concerns regarding the conduct and procedural integrity of recent Saratoga Union School District Board meetings, as well as the continued lack of resolution on a formal safety-related complaint filed under the District’s Uniform Complaint Procedures in November 2025.

1. Governance and Procedural Breakdown

The intent of this update is to document concerns related to meeting order, escalation in tone, consistency of governance procedures, and transparency in the handling of safety-related complaints affecting students.

Community members are encouraged to review the following time markers for context:

Approximately minute 32 – Trustee report-out segment begins within expected structure
Approximately minute 53 – A procedural disruption occurs involving direction from the Clerk of the Board, Cynthia Miller, that appears to deviate from the normal order of proceedings
Approximately minute 57 onward – Public comment  and response period becomes increasingly unstructured, with speaking order breaking down and extended exchanges occurring outside the typical procedural framework.
What is observed in this sequence is a progressive breakdown in procedural order and meeting control, where structured governance gives way to a more reactive and less clearly managed exchange.

We have noted the following regarding the chaotic development:

  • A loss of consistent speaking order during public comment
  • Apparent deviation from established procedural sequencing
  • Escalation in tone and intensity during exchanges between out of procedural order speaker and trustees
  • A shift from structured governance discussion into a less contained and increasingly adversarial environment. In particular, the involvement of procedural direction outside the typical order—followed by extended commentary from a union representative during a period when order had already become unclear—has contributed to concern about whether meeting procedures are being applied consistently across participants and circumstances.
  • The issue is not about any individual exercising their right to speak, but about the overall breakdown of procedural consistency during moments of heightened tension, and whether that breakdown affects public perception of fairness, neutrality, and governance stability.

When public meetings lose procedural structure, it becomes difficult for the community to understand how rules of order are being applied, or whether those rules remain consistent regardless of who is speaking or the subject matter being discussed.

2. Delayed Resolution of Uniform Complaint Filed November 2025 (Safety-Related Concern)

A formal Uniform Complaint was filed in November 2025 under BP/AR 1312.3 (Uniform Complaint Procedures) and was accepted by the District which automatically triggered the need for an independent investigation given the severity of the breach.

At the April Board meeting, the Superintendent publicly stated that the investigation was expected to conclude within “the next month or so.” However, as of this update—approximately six months later—no interim findings, formal status update, or final report has been issued.

This has raised ongoing concern regarding:

  • Whether the investigation remains active and ongoing?
  • Whether the current duration aligns with standard expectations for Uniform Complaint Procedure investigations?
  • Whether delays have occurred, and if so, what were they and what updated timeframe now exists for completion and issuance of findings?
    Given that this complaint relates to alleged failures in safety-related procedural safeguards within the District, the absence of timely resolution has become a significant concern for members of the community.

There is a growing expectation that matters involving student safety protocols should be treated with urgency, transparency, and clear communication regarding investigative status and outcomes.

3. Broader Governance and Trust Concerns
Taken together, these issues raise broader concerns about governance consistency, transparency, and institutional trust within the District.

When procedural order in public meetings appears inconsistent or unstable, and when a formal safety-related complaint remains unresolved and we are now 6 months in without updated communication, it is only natural that these factors contribute to uncertainty within the community.

These concerns include:

  • Whether Board meeting procedures are being applied consistently under all circumstances?
  • Whether deviations from established order are clearly governed and transparently managed?
  • Whether formal safety-related investigations are being completed within reasonable and communicated timelines?
  • Whether public confidence in governance processes is unrealistically expected?

 This petition update is intended to refocus attention on the underlying issue at the center of these concerns: the alleged breach and review of safety-related protocols designed to protect students within the District.

While recent public meetings have reflected significant procedural disruption and escalating tension, community concern is that this has, at times, shifted attention away from the core issue requiring resolution—namely, the timely investigation and clear findings related to student safety procedures raised in the Uniform Complaint filed in November 2025.

The intent of this petition is not to escalate division, but to restore focus to what matters most: clear accountability, transparent process, and the integrity of safety systems for children in our schools.

We are increasingly concerned about a breakdown in governance processes within the system we trust to ensure the safety, accountability, and well-being of our children.

Above all, this petition reflects a clear community expectation of accountability at every level of the process, including how meetings are conducted, how concerns are addressed, and how investigations involving student safety are managed and resolved.
