To the Government of Japan,

日本政府殿、

We, the undersigned, respectfully request that the Government of Japan and relevant immigration and labor authorities create a pathway for licensed foreign cosmetologists to obtain legal work visas and employment opportunities within Japan’s beauty industry. While current regulations do not explicitly prohibit foreign-trained professionals, there is also no framework recognizing their existing credentials—requiring all applicants to retrain and relicense in Japan. Establishing a clear pathway would help address the growing need for professionals skilled in caring for diverse hair textures and promote inclusivity within Japan’s evolving beauty landscape.

私たち署名者一同は、日本政府および関係する出入国管理・労働当局に対し、外国で資格を取得した美容師が日本の美容業界において合法的に就労ビザを取得し、就業機会を得られるような制度の創設を要請いたします。現行の制度では、海外で専門教育を受けた美容師の就労が明確に禁止されているわけではありませんが、既存の資格を正式に認める仕組みがないため、すべての申請者が日本国内で再教育および再資格取得を求められています。明確な受け入れ制度を整備することにより、多様な髪質に対応できる専門技術を持つ美容師の需要に応えるとともに、日本の美容業界における包摂性と国際的な発展をさらに促進することができると考えます。

Japan is home to a diverse and growing international community—including Black, multiracial, and textured-hair populations—whose cultural beauty practices and hair textures require specialized care. Limited access to haircare for textured hair has contributed to mental health challenges, not just everyday inconvenience. For many, hair is deeply tied to identity, confidence, cultural expression, and dignity. Without access to proper haircare services, often individuals experience isolation, self-doubt, and emotional distress. We've heard countless stories of depression, anxiety, and social withdrawal stemming from the inability to care for one's hair in a safe, professional, and culturally competent environment.

日本では、黒人、多民族、テクスチャードヘアの人々など、多様で成長を続ける国際的なコミュニティの多くの拠点でもあり、彼らの文化的な美容習慣や髪質には専門的なケアが必要です。 このようにアクセスが制限されていることが、日常的な不便さだけでなく、精神衛生上の問題を引き起こしています。多くの人にとって、髪はアイデンティティ、自信、文化的表現、尊厳と深く結びついています。適切なヘアケアサービスを受けることができずに、孤立感や自信喪失、精神的苦痛を味わう人が多くいます。私たちはこれまで、安全で、専門的で、文化的に適切な環境で髪の手入れができないことに起因する、うつ病、不安、社会的ひきこもりの話を数え切れないほど聞いてきました。

We believe:

Access to haircare is not just a luxury—it is also a form of self-care and mental health support.
Licensed cosmetologists offer essential, identity-affirming services that promote wellness and community belonging.
Professionals trained abroad deserve the opportunity to legally share their skills, contribute economically, and help improve quality of life for both Japanese and international residents of Japan.

海外で訓練を受けた専門家は、そのスキルを合法的に共有し、経済的に貢献し、日本人と日本に住む外国人双方の生活の質を向上させる機会を得ることに値します。
Japan's beauty industry is globally respected for its excellence and innovation. By welcoming skilled professionals from abroad, we can further enhance that reputation while supporting the changing needs of Japan's increasingly diverse population.
