Petition to Strengthen Sentencing for Careless Drivers and Introduce Automatic Licence Rev
The Issue
On May 1st, 2023, my beautiful 15-year-old daughter, Keely Morgan, was tragically killed while crossing the road — struck down by a driver who not only chose to ignore the law and common decency, but plan to break the driving laws as he had purposely removed his insurance black box so he could drive recklessly, with his speed estimated between 38–42mph in a 30mph zone. This action rendered his insurance void — yet he continued to drive.
Shockingly, within days of Keely's death, this same driver purchased another car and remained a danger on the roads until his licence was finally revoked at court. He had prior speeding offences. And yet, for taking a life and endangering others, he received just a 16-month prison sentence and a 2-year and 8-month driving ban — after which he will simply need to retake his driving test.
This is not justice.
This is not accountability.
And this is not safe.
Keely’s death should never have happened. But this petition isn’t just for her. It’s for the countless lives that could be saved if we take dangerous driving seriously.
Reckless drivers—especially repeat offenders—must face stronger consequences. Driving is a privilege, not a right. When someone abuses that privilege and puts innocent lives at risk, after a fatal collision, their licence should be immediately revoked. Prison sentences should reflect the severity of their actions. And no one should be allowed back behind the wheel without a thorough psychological and behavioural reassessment.
Each year, over 1.3 million people worldwide are killed in road traffic collisions. In the UK alone, lives are destroyed daily by drivers who ignore the rules and gamble with others’ futures.
We are calling for:
Automatic licence revocation following serious traffic incidents
Longer prison terms for drivers who cause death or serious injury through carelessness
Mandatory reassessment and vetting before any return to driving
A review of current sentencing guidelines for repeat traffic offenders
