PETITION TO REMOVE THOMAS M. COOLEY HIGH SCHOOL FROM THE DEMOLITION LIST AND PRESERVE IT FOR COMMUNITY REDEVELOPMENT

 

 

To: The Governor of Michigan, Michigan Legislature, Detroit Public Schools Community District, City of Detroit Officials, and Relevant State and Local Agencies

 

    We, the undersigned residents, alumni, community members, business leaders, and supporters of Detroit, respectfully petition the State of Michigan and all relevant governmental entities to remove Thomas M. Cooley High School from the demolition list and preserve the historic campus for redevelopment and community use.

Thomas M. Cooley High School is more than a vacant building. It is a landmark that has educated generations of Detroit residents, served as a source of neighborhood pride, and remains a symbol of opportunity, resilience, and community identity. For thousands of alumni and residents, Cooley represents memories, accomplishments, and a shared history that deserves preservation.

 

    We recognize the challenges associated with maintaining aging facilities. However, we believe demolition should be the last option—not the first. Once this historic structure is demolished, it can never be replaced. We urge state and local leaders to work with alumni, community organizations, nonprofit organizations, developers, philanthropists, and private-sector partners to explore adaptive reuse opportunities that can transform the site into a community asset.

Potential redevelopment opportunities include:

 

    Community and recreational facilities

Workforce development and training centers

 

Health and human services programs

Senior services and housing

 

Youth mentorship and educational programs

 

Small business incubators

 

Arts, culture, and community gathering spaces

 

Mixed-use economic development projects

 

    We further request:

An immediate suspension of any demolition plans.

 

A public community engagement process to gather resident input.

 

A feasibility study examining redevelopment alternatives.

 

    The establishment of a public-private-community task force dedicated to preserving and repurposing the site. The allocation of state, federal, philanthropic, and private funding sources to support redevelopment efforts. The Cooley campus represents an opportunity to invest in Detroit neighborhoods rather than erase a significant piece of the city's history. We believe that with community collaboration and innovative partnerships, the property can once again serve as a catalyst for education, economic development, and neighborhood revitalization.

Thank you for emailing our School Board member. After two decades of the Cooley building being vacant, which caused considerable blight, multiple fires, and stress for local residents, the District developed a multi-phased plan to revitalize the campus as an athletic complex for youth in the area and the Cody feeder pattern. This plan became a reality when the District secured an historic $15M grant from the state, which must be spent by September 30, 2026. The majority of the grant funds will be used for the architectural design and demolition related costs. The District originally desired to maintain the main facade of the school; however, after architectural, design, and structural analysis was conducted, it was clear that the cost and timeline required to preserve the facade would not be feasible under the timeline of the state grant. It should be noted that the demolition must occur first to start the process of creating the athletic complex. From the beginning, the District conducted multiple community meetings to explain its plans for the building and campus. The last round of sessions in March explained that the building would be fully demolished. The District understands that the demolition of an historic high school such as Cooley can be an emotional moment for alumni and the community. We are sensitive to this fact, and this is why we are preserving bricks, the bell towers, terra cotta medallions, and entry archways. The District is committed to saving bricks from the building for alumni and we share the process to obtain these bricks before the demolition concludes. The District will also reuse the artifacts from the building to honor Cooley’s history through the new athletic complex. We understand that the Cooley alumni or community members may not have known or attended previous engagement meetings about the building’s future. Therefore, I will directly conduct a meeting this Wednesday at 5 p.m. at John R. King K-8 to explain these commitments and address questions and concerns. The hope is that the District can also find ways to partner with alumni and community on future projects at the new athletics complex.
