Despite being the bedrock of Maharashtra's IT economy and a global tech hub, Hinjawadi suffers from a shocking state of neglect that severely impacts our quality of life, productivity, and the region's economic potential.

The Horrific Reality: A Daily Nightmare Across a Critical Economic Zone
We bring to your urgent attention the following critical issues that plague Hinjawadi, an area encompassing the Rajiv Gandhi Infotech Park spread over approximately 2,800 acres (about 11.3 square kilometers), and directly impacting Maan Village (where parts of Phase 2 & 3 of the IT Park are located) and countless other surrounding residential areas within the Pune Metropolitan Region. The issues extend across this vast and vital economic zone, affecting not just the immediate vicinity but also the broader connectivity of Pune:
- Horrific Daily Traffic Woes: The traffic congestion in Hinjawadi is not merely an inconvenience; it's a daily nightmare. Commutes that should take minutes stretch into hours, leading to immense stress, lost productivity, and a severe impact on mental and physical well-being for hundreds of thousands of commuters. Junctions like Laxmi Chowk, Wipro Circle, Bhumkar Chowk, and the entire stretch leading to and within the IT Park are perpetual bottlenecks, rendering thousands of vehicles virtually immobile during peak hours. Traffic queues stretch for kilometers, paralyzing movement from areas like Wakad, Pimple Saudagar, Chinchwad, Bhosari, PUNE City, Bavdhan, Baner, and even further afield. Existing proposals for flyovers and alternate roads like Chande Nande underdeveloped, despite being sanctioned, remain stuck in bureaucratic limbo.
- Poorest Infrastructure: The basic infrastructure in Hinjawadi is woefully inadequate for a global IT hub. Roads are poorly maintained, riddled with potholes, and lack proper planning for the enormous volume of traffic. Despite ongoing Metro work, last-mile connectivity and internal road networks are abysmal, negating the benefits of large-scale projects. Unregulated parking and rampant encroachments further exacerbate the chaos across the vast expanse of the IT Park and surrounding areas.
- Severe Waterlogging: Since past 20 years Every monsoon, Hinjawadi transforms into a submerged zone. Even moderate rainfall leads to severe waterlogging, turning roads into rivers and making commuting perilous. This chronic issue is a direct result of choked drainage systems, blocked natural drains due to ongoing construction, and a complete lack of foresight in urban planning across this low-lying, rapidly developed area. Commuters are forced to wade through waist-deep water, risking vehicle damage and serious health hazards. This situation has been recurring for years with no permanent solution in sight.
- Poor Night Visibility on Roads: The lack of adequate street lighting in many parts of Hinjawadi, Maan, Marunji coupled with the poor road conditions, leads to dangerously low visibility, especially at night. This significantly increases the risk of accidents for both motorists and pedestrians, creating an unsafe environment for thousands who commute during late hours across the vast area of the IT park and its connecting routes.
- Since 20 years, Ignorance from Local Administration and Responsible Organizations: There is a palpable sense of abandonment and apathy from the local administration and the various authorities and organizations responsible for the development and maintenance of Hinjawadi. Despite repeated appeals, protests, and media coverage, concrete, sustained, and effective action remains elusive. The blame game between different agencies (MIDC, PMRDA, PWD, Gram Panchayats) leaves citizens in a perpetual state of despair, with no clear accountability for the deteriorating conditions. Projects worth crores remain stalled due to inter-departmental conflicts and land acquisition issues, impacting the daily lives of those working and residing within this vast 2,800-acre economic zone and its immediate periphery.
What is at stake? & Why is now the time to act?
Impact of Inaction: A Looming Crisis
Should immediate and decisive action not be taken, the consequences for Hinjawadi, Pune, and Maharashtra will be dire:
- Economic Decline: The continued deterioration has eroded Hinjawadi's appeal as an IT PARK destination, deterring new investments and potentially leading to existing companies reconsidering their presence, directly impacting employment and state revenue. Many of them has shifted their Base offices to different location in Pune or shifted to different States within INDIA.
- Brain Drain & Talent Exodus: The unbearable daily commute and poor living conditions will force skilled professionals to seek opportunities in other cities or even abroad, leading to a significant loss of talent for Maharashtra.
- Reduced Productivity: Hours lost in traffic translate directly into reduced productivity for companies and a significant economic drain on the region.
- Deteriorating Quality of Life: The constant stress, health hazards, and lack of basic amenities will severely degrade the quality of life for residents and commuters, leading to widespread disillusionment and public unrest.
- Safety Risks: Poor infrastructure, especially at night, and persistent waterlogging pose serious safety risks, potentially leading to increased accidents, injuries, and fatalities.
- Damage to State's Reputation: The current shameful status of Hinjawadi, a flagship IT hub, tarnishes Maharashtra's image as an attractive investment destination globally.
Our Proposed Solutions and Urgent Request:
Hon'ble Chief Minister, we believe that a fundamental and transformative change is urgently required to rescue Hinjawadi from its current plight. The existing Gram Panchayat model for Hinjawadi and Maan, Marunji villages is utterly insufficient to manage the complex needs of a sprawling global IT park and its rapidly growing residential population.
Therefore, we humbly and strongly request you to seriously consider and initiate the immediate merger of Hinjawadi and Maan villages with the nearest Municipal Corporation in Pune (either Pune Municipal Corporation or Pimpri-Chinchwad Municipal Corporation). This merger is crucial for holistic and sustainable development.
Reasons for Merger and Added Advantages for Citizens/Commuters:
- Integrated Urban Planning: A merger would bring Hinjawadi and Maan under the ambit of a well-established municipal body with the resources, expertise, and mandate for integrated urban planning and systematic development across the entire region.
- Enhanced Service Delivery & Accountability: Municipal Corporations are better equipped to provide essential civic amenities such as robust drainage systems, proper road networks, efficient waste management, reliable water supply, and adequate street lighting. Bringing these areas under municipal control would establish clear lines of accountability and streamline governance, eliminating the current bureaucratic paralysis and inter-agency conflicts.
- Direct Access to Civic Services & Representation: Citizens and commuters in Hinjawadi and Maan, Marunji would gain direct access to a wider range of civic services (e.g., public health, education, recreational facilities) and have direct representation through elected corporators, allowing their grievances to be heard and addressed more effectively.
- Improved Quality of Life & Commute: The merger would pave the way for a drastically improved quality of life through better infrastructure, predictable civic services, and most importantly, significantly reduced commute times due to optimized traffic management and planned road networks, leading to less stress and more personal time for families.
- Sustainable Growth: Only a comprehensive municipal framework can ensure sustainable growth, address unauthorized constructions, and implement long-term solutions for traffic management and infrastructure development across this critical economic corridor.
In parallel with the merger, we urge the implementation of the following immediate and long-term solutions to improve traffic mobility and infrastructure:
A. Enhancing Traffic Mobility and Management:
- Junction Optimization: Implement modern traffic management techniques at critical choke points (e.g., Laxmi Chowk, Wipro Circle, Chatrapati Shivaji Chowk, Bhumkar Chowk). This includes:
- Scientific Signal Timing: Re-evaluate and optimize traffic signal timings based on real-time traffic flow data to minimize waiting times and maximize throughput.
- Roundabouts/Rotaries (where feasible): Convert suitable major intersections into well-designed roundabouts to ensure continuous, albeit slower, traffic flow, reducing complete stops and signal waiting. This is particularly effective where traffic from all directions is relatively balanced or where there are more than four approaches.
- Dedicated Lane Markings: Clearly demarcate lanes for straight, left, and right turns to ensure lane discipline.
- Removal of Encroachments: Aggressive and sustained action to clear all roadside encroachments, hawkers, and unauthorized parking that narrows roads and impedes flow.

- Mandatory Full/Hybrid Work From Home during Monsson: IT companies should be mandated to implement a full or hybrid Work From Home model for their employees during monsoon period. This would significantly reduce the number of vehicles on the roads, thereby decreasing traffic congestion and pollution. This would also enhance employee productivity and satisfaction, as well as save their commuting time.
- Mandatory Carpool Cabs: IT companies should make carpool cab services mandatory for their employees. This would reduce the use of individual vehicles and increase the number of passengers per vehicle. This measure is an effective way to reduce traffic congestion and save fuel. Companies should establish the necessary mechanisms (e.g., app-based carpooling platforms, incentive programs) to encourage and facilitate this.
Benefits of Improved Infrastructure and Optimized Traffic Mobility:
The successful implementation of the above solutions, particularly accelerated by the proposed merger with Municipal Corporation, will bring about transformative benefits:

Our Proposed Solutions and Urgent Request:
Hon'ble Chief Minister, we believe that a fundamental and transformative change is urgently required to rescue Hinjawadi from its current plight. The existing Gram Panchayat model for Hinjawadi and Maan, Marunji villages is utterly insufficient to manage the complex needs of a sprawling global IT park and its rapidly growing residential population.
Therefore, we humbly and strongly request you to seriously consider and initiate the immediate merger of Hinjawadi and Maan villages with the nearest Municipal Corporation in Pune (either Pune Municipal Corporation or Pimpri-Chinchwad Municipal Corporation). This merger is crucial for holistic and sustainable development.
Reasons for Merger and Added Advantages for Citizens/Commuters:
- Integrated Urban Planning: A merger would bring Hinjawadi and Maan under the ambit of a well-established municipal body with the resources, expertise, and mandate for integrated urban planning and systematic development across the entire region.
- Enhanced Service Delivery & Accountability: Municipal Corporations are better equipped to provide essential civic amenities such as robust drainage systems, proper road networks, efficient waste management, reliable water supply, and adequate street lighting. Bringing these areas under municipal control would establish clear lines of accountability and streamline governance, eliminating the current bureaucratic paralysis and inter-agency conflicts.
- Direct Access to Civic Services & Representation: Citizens and commuters in Hinjawadi and Maan, Marunji would gain direct access to a wider range of civic services (e.g., public health, education, recreational facilities) and have direct representation through elected corporators, allowing their grievances to be heard and addressed more effectively.
- Improved Quality of Life & Commute: The merger would pave the way for a drastically improved quality of life through better infrastructure, predictable civic services, and most importantly, significantly reduced commute times due to optimized traffic management and planned road networks, leading to less stress and more personal time for families.
- Sustainable Growth: Only a comprehensive municipal framework can ensure sustainable growth, address unauthorized constructions, and implement long-term solutions for traffic management and infrastructure development across this critical economic corridor.
In parallel with the merger, we urge the implementation of the following immediate and long-term solutions to improve traffic mobility and infrastructure:
A. Enhancing Traffic Mobility and Management:
- Junction Optimization: Implement modern traffic management techniques at critical choke points (e.g., Laxmi Chowk, Wipro Circle, Chatrapati Shivaji Chowk, Bhumkar Chowk). This includes:
- Scientific Signal Timing: Re-evaluate and optimize traffic signal timings based on real-time traffic flow data to minimize waiting times and maximize throughput.
- Roundabouts/Rotaries (where feasible): Convert suitable major intersections into well-designed roundabouts to ensure continuous, albeit slower, traffic flow, reducing complete stops and signal waiting. This is particularly effective where traffic from all directions is relatively balanced or where there are more than four approaches.
- Dedicated Lane Markings: Clearly demarcate lanes for straight, left, and right turns to ensure lane discipline.
- Removal of Encroachments: Aggressive and sustained action to clear all roadside encroachments, hawkers, and unauthorized parking that narrows roads and impedes flow.
A1. Improved Public Transportation & Last-Mile Connectivity:
- Increased PMPML Bus Frequency and Fleet: Significantly increase the number of PMPML buses serving Hinjawadi and its feeder routes, especially during peak hours, and ensure predictable schedules.
- Dedicated Bus Lanes: Explore the feasibility of dedicated bus lanes on key corridors to ensure faster public transport movement.
- Feeder Services for Metro: Develop robust last-mile connectivity solutions from the upcoming Metro stations to all phases of the IT Park and residential areas, including frequent feeder buses, shared autos, and safe pedestrian pathways/skywalks.
- Encourage Carpooling/Ride-Sharing: Implement incentives and infrastructure (e.g., designated pick-up/drop-off points) to promote carpooling.
A2. Smart Traffic Solutions:
- Intelligent Traffic Signals (Adaptive Traffic Control): Implement systems that can adapt signal timings in real-time based on actual traffic volume and congestion.
- Real-time Traffic Monitoring: Install and utilize CCTV cameras and sensors for real-time traffic monitoring and rapid response to incidents.
- Variable Message Signs: Deploy digital signboards to provide commuters with real-time traffic updates and alternative route suggestions.
A3. Road Network Expansion & Development:
- Expedite Flyover and Underpass Projects: Fast-track the construction of sanctioned flyovers and underpasses at critical bottlenecks, ensuring rapid land acquisition and project completion.
- Develop Alternate Routes: Prioritize the development and proper maintenance of alternative connecting roads, such as the Mahalunge-Sus-Nande Chande routes, to divert traffic and reduce pressure on the main roads in Hinjawadi.
- Hinjawadi access roads.
Road Widening: Undertake systematic road widening projects on all major arterial and internal roads within the IT Park and its vicinity, ensuring proper planning for future growth. - Phased Company Exit Timings: Collaborate with the Hinjawadi Industries Association (HIA) to encourage staggered office exit timings for companies to distribute the peak hour load.
B. Immediate Infrastructure Development Solutions:
- Road Repair and Maintenance: Undertake immediate, comprehensive, and high-quality repairs of all potholes and damaged road sections throughout Hinjawadi, Maan, and connecting routes. This must be a continuous, year-round effort, not just pre-monsoon.
- Robust Drainage Systems: Conduct an urgent audit of existing drainage systems. Implement immediate cleaning of all choked drains and undertake major projects for the construction of wider, efficient storm-water drains and culverts to prevent waterlogging during monsoons. This includes preventing blockages from construction debris.
- Adequate Street Lighting: Install and maintain functional streetlights across all roads and critical junctions within Hinjawadi and its approach roads to ensure proper night visibility and safety.
- Pedestrian and Cyclist Infrastructure: Construct safe and accessible footpaths, pedestrian crossings, and dedicated cycling tracks (where feasible) to promote non-motorized transport.
- Effective Waste Management: Implement a comprehensive solid waste management system to prevent garbage accumulation that clogs drains and creates unhygienic conditions.
C. Vision for International IT Park Infrastructure Standards:
To truly elevate Hinjawadi to an international IT park standard, we propose a long-term vision encompassing:
- Advanced Utility Infrastructure: Development of smart utility grids for electricity, water, and waste management, ensuring uninterrupted, high-quality services. This includes dedicated underground conduits for utilities to prevent repeated road digging.
- High-Speed Digital Connectivity: Ensure ubiquitous, high-speed, and reliable fiber optic network infrastructure throughout the IT Park and surrounding residential areas to support cutting-edge technology and business operations.
- Green Infrastructure & Public Spaces: Develop well-maintained green spaces, parks, and recreational areas within and around the IT Park to enhance environmental quality and provide improved work-life balance for professionals and residents. This includes tree plantation drives along arterial roads.
- Sustainable Transportation Hubs: Design and implement integrated multi-modal transport hubs that seamlessly connect Metro, buses, shared mobility, and pedestrian/cycling networks, making commuting efficient and eco-friendly.
- Smart City Integration: Incorporate smart city technologies for comprehensive urban management, including smart parking solutions, intelligent waste collection, advanced surveillance for security, and real-time environmental monitoring.
- Planned Urban Development: Strict adherence to, and future-ready planning of, zoning regulations to ensure balanced development, prevent urban sprawl, and provide adequate social infrastructure (hospitals, schools, commercial centers).
D. Employee-Centric Additional Demands and Solutions:
We, the IT employees in Hinjewadi, demand the following additional measures to alleviate the daily stress of traffic congestion and promote eco-friendly commuting:
- Mandatory Full/Hybrid Work From Home during Monsson: IT companies should be mandated to implement a full or hybrid Work From Home model for their employees during monsoon period. This would significantly reduce the number of vehicles on the roads, thereby decreasing traffic congestion and pollution. This would also enhance employee productivity and satisfaction, as well as save their commuting time.
- Mandatory Carpool Cabs: IT companies should make carpool cab services mandatory for their employees. This would reduce the use of individual vehicles and increase the number of passengers per vehicle. This measure is an effective way to reduce traffic congestion and save fuel. Companies should establish the necessary mechanisms (e.g., app-based carpooling platforms, incentive programs) to encourage and facilitate this.
Benefits of Improved Infrastructure and Optimized Traffic Mobility:
The successful implementation of the above solutions, particularly accelerated by the proposed merger with Municipal Corporation, will bring about transformative benefits:
- Significant Reduction in Commute Times: Commuters will save hours daily, leading to less stress, more personal time for families, and improved work-life balance.
- Boost to Productivity & Economy: Reduced traffic congestion will lead to higher efficiency for businesses, faster goods movement, and enhanced overall economic productivity in a critical IT corridor. This will re-attract investment and foster growth.
- Enhanced Safety and Well-being: Better roads, adequate lighting, and efficient traffic flow will drastically reduce accidents, while improved drainage will eliminate health hazards associated with waterlogging.
- Improved Air Quality and Environment: Smoother traffic flow means less idling, which will contribute to a significant reduction in vehicular emissions, leading to cleaner air and a healthier environment.
- Higher Quality of Life: Residents and commuters will experience a dramatically improved living and working environment, characterized by better public amenities, cleaner surroundings, and a sense of pride in their world-class IT hub.
- Attraction of Global Talent and Investment: A well-managed, efficient, and livable Hinjawadi will reinforce its position as a preferred destination for global IT companies and skilled professionals, fostering further growth and development.
These steps, combined with the proposed merger with Municipal Corporation, are essential for transforming Hinjawadi into a truly world-class IT destination that offers a superior quality of life and supports sustainable economic growth.
We appeal to your esteemed leadership and vision for a prosperous Maharashtra. The current state of Hinjawadi is a blot on the state's progress and a source of immense suffering for its workforce. Merging these critical areas with a Municipal Corporation is not just a demand; it is a vital necessity for the future of Hinjawadi and the well-being of its people.
We urge you to prioritize this matter and take decisive action to transform Hinjawadi into a truly world-class IT destination.
