Petition to Remove Flock Safety Surveillance Cameras from the Quad Cities Area
The Issue
We, the undersigned residents, call on the elected officials of Prescott, Prescott Valley, and Chino Valley to remove all Flock Safety automated license plate reader cameras and cancel the current contracts and agreements each city holds with Flock Safety. We also call on the Town of Dewey-Humboldt to reject any future contract with Flock Safety.
The Issue
Flock Safety cameras record the license placte, location, and time of "every" vehicle that passes, whether or not that vehicle has any connection to a crime. This data is collected and stored without a warrant, without individualized suspicion, and without meaningful consent from the people being tracked. The system logs the movements of residents, visitors, and families who have committed no crime.
In Prescott Valley, PVPD's system is configured to share this data with other law enforcement agencies outside the town through Flock's "National Lookup" network. Flock's Nova platform combines this location data with CAD records, jail records, and public records from other agencies, building a searchable history of where a resident's vehicle has been.
In Carpenter v. United States, the U.S. Supreme Court held that a warrant is required before law enforcement can obtain records that reveal a person's movements over time. A network of cameras logging every vehicle that passes a fixed point raises the same concern, particularly when the data is shared outside the jurisdiction that installed the cameras.
Other Arizona agencies using this technology have documented officers searching plate data for reasons unrelated to any investigation. Flock itself announced changes to its system on August 13, 2026, including shorter data retention and a requirement that searches be linked to a case number. Those changes acknowledge the system's controls were insufficient before now.
Public safety does not require mass surveillance of the community. Increased patrol presence, neighborhood watch coordination, and better street lighting address public safety without building a permanent record of where every resident drives.
We call on the City of Prescott, the Town of Prescott Valley, and the Town of Chino Valley to:
Remove all Flock Safety cameras
Cancel all existing Flock Safety contracts
Reject any future agreement for mass surveillance technology
We call on the Town of Dewey-Humboldt to reject any Flock Safety contract before one is signed.
Sign this petition to ask these communities for a public accounting of this program, or its complete removal.
