To: Virginia Beach CIty Council From:Concerned Residents of Kempsville Subject:Opposition to Proposed Multifamily Apartment Building by Bonaventure

We, the undersigned residents of Virginia Beach, respectfully submit this petition to oppose the proposed construction of a multifamily apartment building at 1805 Kempsville Rd by Bonaventure.

Our community is not opposed to responsible growth or thoughtful development. However, this particular project raises significant concerns that would negatively impact the safety, character, and long‑term well‑being of our neighborhood.

Key Concerns
1. Traffic Congestion and Safety
The proposed development would substantially increase vehicle traffic on roads that are already strained.
Local intersections, school zones, and pedestrian crossings would face heightened safety risks.


2. Overburdened Infrastructure
Existing water, sewage, and stormwater systems are not designed to support a high‑density complex.
Residents already experience issues during heavy rainfall and peak‑usage periods.


3. Impact on Neighborhood Character
The scale and density of the proposed building are incompatible with the surrounding single‑family and low‑density residential areas.
The project threatens the established look, feel, and cohesion of our community.


4. Environmental and Green Space Concerns
Construction would remove mature trees and green areas that provide shade, wildlife habitat, and natural drainage.
Increased impervious surfaces may worsen flooding and erosion.


5. Insufficient Community Benefits
The project appears to prioritize investor profit over community needs.
No meaningful commitments have been made regarding affordability, public amenities, or long‑term neighborhood investment.

The Farmhouse holds significant historical value to the community surrounding the property and deserves to be protected- just as much as other historical homes in the area. 

Our Request
We respectfully urge the Virginia Beach City Council / Planning Commission / Zoning Board to:

Deny approval of the proposed multifamily apartment development; or
Require significant revisions to ensure the project aligns with community needs, infrastructure capacity, and responsible planning principles.
We ask that our elected and appointed officials prioritize the voices of residents who live, work, and raise families in this community.

Conclusion
We believe in thoughtful, sustainable development that enhances — rather than harms — the quality of life in our neighborhood. This project, as currently proposed, does not meet that standard.
