📢 Petition to Reform the Super Visa Process for Parents and Grandparents in Canada

The Issue

To: Immigration, Refugees and Citizenship Canada (IRCC) and the Government of Canada

The Super Visa program is a beautiful initiative that allows parents and grandparents of Canadian citizens and permanent residents to visit their loved ones for extended periods—up to 5 years at a time. It helps build stronger families, preserve generational bonds, and enrich Canadian society with intergenerational learning and cultural continuity.

However, the current application process for the Super Visa is unfair and disheartening for many families.

Under the Immigration and Refugee Protection Act, there is no formal right to appeal for a refusal of a Super Visa (a type of Temporary Resident Visa). Once a decision is made by the IRCC, the file is closed, regardless of whether the refusal was due to a misunderstanding, overlooked documents, or a subjective assessment by an immigration officer.

Applicants are told they must start from scratch, submit a new application, and pay a new processing fee, even if they meet all the criteria and have new or clarifying information to share. This process is not only financially and emotionally draining but also unjust—especially for families who carefully prepare applications and provide every document requested.

Families often face rejection without being given a fair opportunity to address concerns or correct minor issues. The result? Grandparents are denied the chance to build lasting memories with their grandchildren, children are left heartbroken, and families are unfairly punished.

This isn't just another visitor visa—this is about family reunification. A grandparent’s visit contributes meaningfully to a child’s upbringing, instills values, and fosters the intergenerational connection that strengthens Canadian society and reflects our multicultural ideals.

We call upon the Government of Canada and IRCC to:

1. Establish a fair and transparent review or reconsideration process for Super Visa applications that are refused.
2. Allow applicants to respond to concerns or provide additional documentation before a final decision is made.
3. Recognize the Super Visa as a distinct category, different from regular travel visas, with a focus on family reunification and long-term visits.
4. Improve communication with applicants to ensure all documents are fairly reviewed and any reasons for potential refusal are communicated early.

Families deserve respect, fairness, and transparency in a process that affects their ability to be together.
