The Issue

PETITION TO THE GRANVILLE TOWNSHIP SUPERVISORS, PLANNING COMMISSION, MIFFLIN COUNTY OFFICIALS, AND STATE REPRESENTATIVES


We, the undersigned residents, taxpayers, property owners, and supporters of Granville Township, respectfully petition our local and state officials to oppose, restrict, delay, or deny approval of any large-scale commercial data center development within the township unless and until the public’s health, safety, infrastructure, environment, and quality of life can be fully protected.


Why We Are Concerned
Large-scale data centers can place enormous demands on rural communities and infrastructure. Residents deserve transparency, accountability, and protection before any approvals are granted.


We are especially concerned about:


Water Usage & Supply
Massive water consumption for cooling systems


Potential strain on local reservoirs, wells, and municipal water supplies


Risks during drought conditions or conservation periods


Long-term impacts on residential water access and rates


Electrical Grid & Energy Demand
Increased strain on the regional electric grid


Risk of higher utility costs for residents


Potential need for new substations, transmission lines, or backup power facilities


Concerns over diesel generator emissions and noise


Sewer & Stormwater Capacity
Whether existing sewer systems can support industrial-scale development


Potential stormwater runoff and flooding impacts


Costs that could eventually fall on taxpayers


Noise, Air, & Quality of Life
Continuous noise from cooling systems and generators


Light pollution affecting nearby homes and farms


Decline in rural character and peaceful living conditions


Potential health impacts from emissions and industrial operations


Roads, Traffic, & Infrastructure
Heavy truck traffic during construction and operation


Damage to township roads and bridges


Increased public safety concerns


Transparency & Public Input
Residents deserve full disclosure of all agreements, incentives, studies, and permits


The community must have meaningful opportunities for public hearings and comment


Officials should not approve major industrial projects without independent impact studies


We Therefore Request That Granville Township Officials:
Place an immediate moratorium on approval of large-scale data center projects until independent studies are completed.


Require independent environmental, water, sewer, traffic, and energy impact studies paid for by the developer but selected independently of the developer.


Require full public transparency regarding:


Water demand projections


Sewer capacity analysis


Energy consumption estimates


Tax incentives or abatements


Emergency management plans


Environmental impacts


Update township zoning ordinances to:


Restrict heavy industrial data center development near residential and agricultural areas


Establish strict noise, lighting, water-use, and generator regulations


Protect farmland and rural community character


Ensure no taxpayer funds are used to subsidize infrastructure upgrades that primarily benefit private corporations.


Require multiple public hearings before any approvals are granted.


Prioritize the long-term health, safety, property values, environment, and welfare of township residents over corporate interests.

Granville Township is a rural community built on agriculture, neighborhoods, small businesses, and families — not industrial-scale infrastructure projects that could permanently alter our way of life.
