I, Marzieh Ansari, a law graduate of Iran and the United Kingdom, submit this petition and confirm that, to the best of my knowledge and belief, the contents of this petition are true and accurate.

Recently, Palestine Action has been proscribed. Therefore, in my view, and in light of the offences set out below involving Shah supporters, this group should also be considered for proscription.

Many Shah supporters have shown support for the methods of SAVAK, the former Iranian intelligence agency. SAVAK is widely known for repression, including detention, torture, and rape. Supporting or praising such actions does not match British values, such as democracy, the rule of law, individual freedom, and respect for people with different beliefs.

It has been noted that Shah supporters have support from political parties such as Reform UK. I believe that their presence in the UK serves the interests of Israel rather than the UK, and that this support suggests that Reform prioritises Israel’s interests over those of the United Kingdom.

Request:

We, the undersigned, respectfully request that the Home Secretary and relevant authorities:

·        Investigate the activities described below; and 

·        Assess whether the statutory criteria for proscription under the Terrorism Act 2000 are met 

Matters of Concern:

The following matters are presented for consideration:

1.  Masoud Masjoudi, who initiated legal proceedings to designate Shah supporters as a terrorist organisation, was murdered. Before his death, he described on his X (formerly Twitter) account the individuals who were later charged with his murder as enthusiastic Shah supporters.

2. In June 2025, Mr Zohrevand attempted to pick up the official Iranian flag, which has the word “Allah” on it, from the ground after it had been disrespected during a protest by Shah supporters. He was then seriously injured. Following the incident, Mr Vahid Pourrezaei and seven other Shah supporters were charged with grievous bodily harm (GBH) in connection with the attack.

3. A reporter from IRNA News was attacked by a Shah supporter near the Iranian Embassy. The matter is currently under police investigation.

4. Over 50 Shah supporters are currently under investigation by the Metropolitan Police for sexual harassment, threats to kill, threats to life, and assaults against women, including myself and my friend, Dr Kazemian.

5. A Shah supporter is the suspect of stabbing incident occurred on 8 March 2026 in North Finchley, London near Nowrouz restaurant.

6. A knife incident was reported by Shah supporters on 18 March 2026 at the Islamic Centre of England in Kilburn, London, in the presence of children. 

7. Many violent incidents have occurred in the vicinity of the Iranian Embassy in London, during which police officers were injured. 

8. Shah supporters are actively attending around mosques, engaging in sexual harassment of Muslims, and encouraging confrontation and violence while disrespecting Islamic figures.

9. Shah supporters attempted to gain access to mosque premises when mainly women and children were inside. 

10. Shah supporters are approaching pro-Palestine demonstrations and engaging in intimidating or abusive conduct towards participants, causing a breach of the peace.

11. Shah supporters remain outside the Iranian Embassy and Consulate during working hours and engage in harassment of visitors, including women and children. 

12. Shah supporters are actively publishing the private addresses and personal identification details of their opponents online to discourage others from expressing their views. 

13. Business owners who have declined to display the lion and sun flag including Apadana Restaurant in Kensington have been harassed by Shah supporters.

14. There is an ongoing police investigation into the death of Morteza Sadeqi, owner of Sepideh Restaurant, following his refusal to display the Lion and Sun flag.

15. Shah supporters removed women’s hijabs in public while speaking in Persian and pledging allegiance to Reza Shah. 

16. During the January 2026 protests in Iran, Shah supporters actively encouraged violence, including burning mosques and injuring or killing police officers, which resulted in thousands of deaths in Iran. 

17. Shah supporters were actively campaigning and attending protests outside the U.S. and Israeli embassies, calling for military action against Iran. This has contributed to the current conflict in the Middle East and the loss of thousands of lives. 

Conclusion:

We believe it is fair and proportionate for the authorities to consider whether Shah supporters should be proscribed as a terrorist organisation, and whether related symbols, including the former Iranian flag, should be subject to legal restrictions.

The matters outlined above raise serious concerns about:

·        Public safety 

·        Undermining fundamental British values.

We respectfully urge the relevant authorities to:

·        Conduct a thorough and impartial investigation; and 

·        Determine whether further legal action, including proscription, is appropriate.

درخواست برای تروریستی اعلام کردن حامیان شاه ایران

اینجانب مرضیه انصاری، فارغ‌التحصیل حقوق از ایران و بریتانیا، این دادخواست را ارائه می‌نمایم و تأیید می‌کنم که تا حد دانش و باورم، مطالب این دادخواست صحیح و دقیق است.

اخیراً گروه «اقدام برای فلسطین» ممنوع اعلام شده است. بنابراین، به نظر من و با توجه به تخلفات ذکرشده در ادامه در ارتباط با حامیان شاه، این گروه نیز باید برای ممنوع اعلام شدن مورد بررسی قرار گیرد.

بسیاری از حامیان شاه ایران از روش‌های ساواک، سازمان اطلاعاتی سابق ایران، حمایت کرده‌اند. ساواک به‌طور گسترده به‌عنوان نهادی سرکوبگر شناخته می‌شود، از جمله به دلیل بازداشت، شکنجه و تجاوز. حمایت یا تمجید از چنین اقداماتی با ارزش‌های بریتانیایی مانند دموکراسی، حاکمیت قانون، آزادی فردی و احترام به افراد با باورهای متفاوت سازگار نیست.

مشاهده شده است که حامیان شاه ایران از حمایت برخی احزاب سیاسی مانند ریفورم یو‌کی برخوردار هستند. بر این باورم که حضور آنان در بریتانیا بیش از آنکه در راستای منافع بریتانیا باشد، در جهت منافع اسرائیل است و این حمایت نشان می‌دهد که این حزب، منافع اسرائیل را بر منافع بریتانیا ترجیح می‌دهد.

درخواست:
ما امضاکنندگان این دادخواست، با احترام از وزیر کشور و مراجع ذی‌ربط درخواست می‌کنیم که:
• فعالیت‌های شرح‌داده‌شده در این متن را مورد بررسی قرار دهند؛ و
• ارزیابی کنند که آیا شرایط قانونی لازم برای تروریستی اعلام کردن طبق قانون تروریسم ۲۰۰۰ فراهم شده است یا خیر

موارد مورد نگرانی:
موارد زیر جهت بررسی ارائه می‌گردد:

۱. مسعود مسجدی که اقدام حقوقی برای تروریستی اعلام کردن حامیان شاه را آغاز کرده بود، به قتل رسید. پیش از مرگ، او در حساب خود در ایکس (توییتر سابق) افرادی را که بعداً به اتهام قتل او متهم شدند، از حامیان پرشور شاه معرفی کرده بود.

۲. در ژوئن ۲۰۲۵، آقای ظهره‌وند تلاش کرد پرچم رسمی ایران که کلمه «الله» بر آن نقش بسته بود را پس از بی‌احترامی در یک تجمع توسط حامیان شاه، از روی زمین بردارد. او به شدت مجروح شد. پس از این حادثه، آقای وحید پوررضایی و هفت نفر دیگر از حامیان شاه به اتهام ایراد صدمه شدید بدنی تحت پیگرد قرار گرفتند.

۳. یک خبرنگار خبرگزاری ایرنا در نزدیکی سفارت ایران توسط یکی از حامیان شاه مورد حمله قرار گرفت. این موضوع در حال حاضر تحت بررسی پلیس است.

۴. بیش از ۵۰ نفر از حامیان شاه در حال حاضر توسط پلیس متروپولیتن لندن به دلیل آزار جنسی، تهدید به قتل، تهدید علیه جان و حمله به زنان، از جمله من و دوست من دکتر کاظمیان، تحت تحقیق هستند.

۵. یکی از حامیان شاه مظنون به حادثه چاقوکشی در تاریخ ۸ مارس ۲۰۲۶ در نورث فینچلی لندن، نزدیک رستوران نوروز، می‌باشد.

۶. در تاریخ ۱۸ مارس ۲۰۲۶، حادثه‌ای با چاقو توسط حامیان شاه در مرکز اسلامی انگلستان در کیلبرن لندن، در حضور کودکان، گزارش شده است.

۷. حوادث خشونت‌آمیز متعددی در اطراف سفارت ایران در لندن رخ داده که طی آن‌ها مأموران پلیس نیز مجروح شده‌اند.

۸. حامیان شاه به‌طور فعال در اطراف مساجد حضور یافته، به آزار جنسی مسلمانان پرداخته و با بی‌احترامی به شخصیت‌های اسلامی، به تحریک درگیری و خشونت می‌پردازند.

۹. حامیان شاه تلاش کرده‌اند وارد اماکن مذهبی شوند در حالی که عمدتاً زنان و کودکان در آن حضور داشته‌اند.

۱۰. حامیان شاه به تجمعات حامی فلسطین نزدیک شده و با رفتارهای تهدیدآمیز و توهین‌آمیز موجب اخلال در نظم عمومی شده‌اند.

۱۱. حامیان شاه در ساعات کاری در خارج از سفارت و کنسولگری ایران حضور داشته و بازدیدکنندگان، از جمله زنان و کودکان، را مورد آزار قرار می‌دهند.

۱۲. حامیان شاه به‌طور فعال آدرس‌های خصوصی و اطلاعات هویتی مخالفان خود را در فضای مجازی منتشر می‌کنند تا دیگران را از بیان دیدگاه‌هایشان منصرف کنند.

۱۳. صاحبان کسب‌وکارهایی که از نمایش پرچم شیر و خورشید خودداری کرده‌اند، از جمله رستوران آپادانا در کنزینگتون، مورد آزار قرار گرفته‌اند.

۱۴. تحقیقات پلیس درباره مرگ مرتضی صادقی، صاحب رستوران سپیده، پس از خودداری وی از نصب پرچم شیر و خورشید، در جریان است.

۱۵. حامیان شاه در اماکن عمومی حجاب زنان را برداشته و در حالی که به زبان فارسی صحبت می‌کردند، به رضا شاه ابراز وفاداری کرده‌اند.

۱۶. در جریان اعتراضات ژانویه ۲۰۲۶ در ایران، حامیان شاه به‌طور فعال خشونت، از جمله آتش‌زدن مساجد و مجروح یا کشته کردن نیروهای پلیس را تشویق کردند که منجر به کشته شدن هزاران نفر شد.

۱۷. حامیان شاه به‌طور فعال در مقابل سفارت‌های آمریکا و اسرائیل تجمع کرده و خواستار اقدام نظامی علیه ایران شده‌اند که این امر به تشدید درگیری‌های کنونی در خاورمیانه و از دست رفتن هزاران جان انجامیده است.

نتیجه‌گیری:
ما بر این باوریم که منصفانه و متناسب است که مقامات بررسی کنند آیا حامیان شاه باید به‌عنوان یک سازمان تروریستی شناخته شوند و آیا نمادهای مرتبط، از جمله پرچم سابق ایران، باید مشمول محدودیت‌های قانونی قرار گیرند یا خیر.

موارد فوق نگرانی‌های جدی در خصوص موارد زیر ایجاد می‌کند:
• امنیت عمومی
• تضعیف ارزش‌های بنیادین بریتانیا

لذا با احترام از مقامات ذی‌ربط درخواست می‌کنیم:
• تحقیقات کامل و بی‌طرفانه‌ای انجام دهند؛ و
• بررسی کنند که آیا اقدامات حقوقی بیشتر، از جمله اعلام تروریستی بودن، ضروری است یا خیر
