The Issue
To: The Indiana Family and Social Services Administration (FSSA) and the Indiana State Legislators
We, the undersigned, are calling for an immediate halt to the proposed Medicaid policy changes that will limit access to Applied Behavior Analysis (ABA) therapy for children with autism spectrum disorder (ASD) in Indiana. These proposed changes, including a 30-hour weekly limit and a three-year maximum for ABA services, will cause serious harm to children, families, and the broader community.
Why This Matters:
• ABA Therapy is Lifesaving: ABA therapy is one of the most effective and evidence-based treatments for children with autism. It helps children develop critical life skills and improve communication, social interaction, and overall functioning. These proposed changes would create severe limitations on a child's access to the treatment they need, when they need it, and as long as they need it.
• Autism is a Lifelong Disability: Autism is a lifelong condition, and every child’s needs change over time. As children grow and progress, their therapy requirements evolve. A time limit on ABA therapy, especially for children who still face critical challenges, is inappropriate and harmful. The therapy doesn't "cure" autism; it helps children live fuller, more independent lives, and should not be capped by arbitrary limits.
• Safety and Well-Being Concerns: Without continued ABA services, many children may regress in essential areas like communication, safety awareness, and social skills. This poses a significant safety risk for children who rely on these therapies to navigate everyday life.
• Impact on Families: Parents of children with autism already face many challenges. ABA therapy is a crucial support, and many families cannot afford private services without Medicaid coverage. These cuts will leave families without critical support, resulting in a severe negative impact on the lives of both children and parents.
What We Are Asking:
• Remove the Proposed 30-Hour Weekly Limit and Three-Year Cap on ABA Therapy.
• Uphold Federal Mental Health Parity and the CMS EPSDT Requirements.
• Ensure that Children with Autism Have Access to Lifelong, Medically Necessary Care Without Arbitrary Limits.
We, the undersigned, urge the Indiana Family and Social Services Administration (FSSA) to immediately reconsider these proposed changes and to work with families, providers, and advocates to create policies that support the well-being of all children with autism in Indiana.
