I am a resident of Cleveland, TX, Montgomery county and my quality of life at home has deteriorated tremendously due to the constant noise disturbances from my neighbors. They play music extremely loud at all hours of the night until the early morning hours, shoot guns recklessly all through the day and night, and race up and down the roads on ATVs and motorcycles all night long. This incessant noise keeps my family with small children and others from sleeping peacefully or enjoying our homes. While a noise ordinance is in effect, the decibel reading in place of 85 allows the perpetrators to continue with their nonsense of disrupting the neighborhood on a continual basis. A decibel reading of 85 is equivalent to Houston rush hour traffic or a commercial airplane landing at Bush IAH. With the decibel reading this high it allows the perpetrators to escape consequences, as citations are not issued to those responsible for causing chaos, allowing the person responsible to continue habitually offending without repercussions.

This situation is not unique to me; many residents are suffering in silence. Many are afraid to call law enforcement. Many are elderly and just do not have the fight in them to contend with this. The World Health Organization states that excessive noise seriously harms human health and interferes with people's daily activities at school, at work, at home or during leisure time (WHO). It can disturb sleep, cause cardiovascular diseases, hinder cognitive performance in children among other health issues.

I myself have neighbors shooting directly into my back yard almost on a daily basis. We have had bullet debris fall on us while standing outside in my own back yard. My child cannot go outside to play anymore since this has started. We have not been able to sleep for several days at a time due to loud music being played all night long. Men racing up and down the road on ATVs and motorcycles in groups all night long. My child has missed school and we have missed work on several occasions due to lack of sleep from the loud music/gun shots/racing. This has taken a serious toll on all of our mental health and well-being. We have called law enforcement out repeatedly but it continues day and night with no relief. We should have the right to relax in our own homes. We should be able to rest peacefully at night in our homes. We should be able to walk outside freely without the worry or fear of stray bullets. Our children should be able to play outside.   

We call upon the council of Montgomery County to take immediate action by lowering the decibel reading from 85 to 45 and rigorously enforcing the noise ordinance. This adjustment will provide much-needed relief to residents and ensure that all citizens can enjoy their homes without disturbance.
