To the Esteemed Town Council of Lowell, IN

We, the undersigned residents and property owners of Lowell, IN, respectfully submit this petition to request the legalization and establishment of clear regulations for the safe operation of golf carts on designated public roads within our community.

Preamble:

Many modern communities across the nation have successfully integrated golf carts into their local transportation fabric, recognizing their benefits for short-distance travel, environmental friendliness, and enhancement of local commerce and quality of life. We believe that the Town of Lowell can similarly benefit from the responsible use of golf carts.

Reasons for Legalization:

  1. Convenience and Accessibility: Golf carts offer a convenient and accessible mode of transportation for short trips, such as visiting local businesses, community centers, parks, and neighbors. This is particularly beneficial for residents with limited mobility or those seeking an alternative to traditional vehicles for quick errands.
  2. Environmental Benefits: Golf carts are typically electric, producing      zero emissions and significantly reducing our community's carbon        footprint compared to gasoline-powered vehicles. Their quieter          operation also contributes to reduced noise pollution.
  3. Economic Impact: Allowing golf carts can encourage local shopping    and support small businesses by making it easier for residents to           access nearby establishments without needing to drive a car. It can       also enhance the appeal of our town to visitors and potential new         residents.
  4. Community Building: Golf carts foster a more relaxed and                 connected community atmosphere, encouraging residents to interact   more with their surrounding businesses and each other.
  5. Safety and Regulation: We acknowledge the importance of safety.       By establishing clear regulations, the town can ensure that golf carts     are operated responsibly, equipped with necessary safety features       (e.g., lights, turn signals, mirrors), and driven by licensed individuals in designated areas and at appropriate speeds. This structured approach   is far safer than unregulated or unofficial use.
  6. Offset to New Sewer Costs: Monies obtained through permits            issued for golf cart usage could be used to offset the cost of the          increase in sewer fees due to the new water testing regulations.

Proposed Framework for Regulation (to be developed by the Town):

We propose that the Lowell Town Council consider developing ordinances that address, but are not limited to, the following aspects:

  • Designated Roads: Identifying and clearly marking roads where golf cart operation is permitted, likely focusing on roads with lower speed limits.
  • Safety Equipment: Mandating specific safety features for golf carts (e.g., headlights, taillights, turn signals, brake lights, seat belts, rearview mirrors, slow-moving vehicle signs).
