Petition to Investigate Crimes Against Humanity in Iran

We, the undersigned, respectfully call upon the United Nations to take urgent action in response to credible and widespread allegations of crimes against humanity committed by the Islamic Republic of Iran against its civilian population.

Over recent weeks and months, Iranian state security forces—including police, intelligence services, and affiliated paramilitary units—have been credibly accused of engaging in a widespread and systematic campaign of lethal violence against unarmed civilian protesters. These allegations include the use of live ammunition against civilians, mass arbitrary arrests, torture, enforced disappearances, denial of medical care, and intimidation of victims’ families.

Multiple internationally recognized human-rights organizations have documented these abuses using eyewitness testimony, video and photographic evidence, medical records, and victim-identification databases. The reported patterns of violence may meet the legal threshold for crimes against humanity under Article 7 of the Rome Statute of the International Criminal Court.

Verification of the full scale of killings has been obstructed by internet shutdowns, censorship, threats against journalists and medical personnel, and pressure placed on families to conceal or misrepresent causes of death. These conditions heighten the risk of evidence destruction and impunity.

In light of these circumstances, we respectfully urge the United Nations to:

Establish or expand an independent international fact-finding mission or commission of inquiry into alleged crimes against humanity in Iran;
Ensure the preservation of evidence in accordance with international legal standards for potential future criminal proceedings;
Assess individual and command responsibility, including at senior political and military levels;
Report findings publicly to the Human Rights Council and the General Assembly and transmit relevant evidence to appropriate international accountability mechanisms.
The gravity of the allegations and the scale of reported abuses demand a prompt, impartial, and credible international response. Failure to act risks reinforcing impunity and enabling further violence against civilians.

We submit this petition in the interest of justice, accountability, and the protection of fundamental human rights.
