Preamble:

The "Hindu Act, 2024" is established with the objective of preserving, protecting, and promoting the religious, cultural, and spiritual rights of Hindus in India. This law seeks to safeguard the religious practices, temples, properties, funds, and beliefs of Hindus from external interference while empowering the Hindu community to manage its own religious affairs. It affirms the autonomy of Hindus over their religious institutions and introduces provisions for the protection of Hindu religious sentiments, sacred spaces, and practices.

 

Section 1: Protection of Hindu Temples and Religious Institutions

1. Ownership and Autonomy:
All Hindu temples, religious properties, and endowments will be owned, managed, and administered solely by Hindu religious bodies, trusts, and community members, without any interference from the state or central government.


2. Autonomous Temple Management Committees:
Hindu religious institutions, including temples, shall form Temple Management Committees composed of members of the Hindu community. The selection and appointment of these members shall be through internal democratic processes as decided by the respective temple authorities. No government official or body will have any role in the administration of Hindu temples.


3. Protection of Temple Properties and Assets:
All properties, lands, and assets belonging to Hindu temples shall be protected from unlawful acquisition, destruction, or encroachment by any individual or entity. Any violation of this shall be subject to strict legal action, including imprisonment and heavy fines.


4. Fund Utilization:
All funds generated by temples through donations, offerings, or other means shall be used solely for religious, charitable, educational, and cultural purposes as decided by the respective temple’s management body. No government shall have the right to divert or control these funds.


5. Protection of Sacred Spaces:
The sanctity and sacredness of Hindu temples and religious spaces shall be maintained at all costs. Any act of desecration, defilement, or disrespect of these spaces will be considered a criminal offense, punishable with imprisonment ranging from 5 to 10 years, along with heavy fines.

 

 

Section 2: Protection of Hindu Religious Practices and Beliefs

1. Freedom of Hindu Religious Practices:
Hindus have the right to freely practice, profess, and propagate their religion without any interference from external bodies. Any attempt to suppress or undermine Hindu religious practices will be deemed unlawful and subject to prosecution.


2. Vegetarian Prasadam Regulations:
In all Hindu temples and religious places where vegetarian prasadams are prepared, the following provisions must be strictly adhered to:

No individual shall enter the premises or participate in the preparation of prasadam if they have consumed non-vegetarian food.

No non-vegetarian food items shall be allowed to be brought into the premises of any temple or religious place.

Violations of this provision shall result in a penalty of imprisonment for up to 3 years and/or fines.

 

3. Preservation of Hindu Rituals and Festivals:
All Hindu festivals, rituals, and religious ceremonies are to be preserved and protected. Any act of disturbance or attempt to disrespect Hindu religious practices during these events will be punishable by law with imprisonment and/or fines depending on the gravity of the offense.

 

 

Section 3: Protection of Hindu Cultural Heritage

1. Protection of Religious Symbols and Sacred Texts:
The symbols, sacred texts, scriptures, and teachings of Hinduism shall be protected from misrepresentation, misuse, and derogatory acts. Any individual or entity found guilty of such acts will be liable for imprisonment ranging from 2 to 5 years and/or heavy fines.


2. Vegetarianism in Religious and Cultural Context:
Since a significant portion of the Hindu population is vegetarian, the following provisions will be enforced:

Every restaurant (except those declared as pure non-vegetarian) must maintain separate utensils, cooking areas, and ingredients for vegetarian and non-vegetarian food. This segregation must be strictly maintained to ensure that vegetarian food is not contaminated by non-vegetarian ingredients.

Non-compliance with these provisions will result in penalties, including heavy fines and suspension of the establishment's license.

 

3. Promotion of Hindu Education and Values:
Educational institutions established by the Hindu community shall have the freedom to promote Hindu culture, philosophy, and values. Any government interference in the syllabus or management of such institutions will be considered unlawful.

 

 

Section 4: Punishments for Violations Against Hindu Religious Rights

1. Criminal Offenses:
Any individual, group, or entity that infringes upon the religious rights of Hindus, desecrates temples, misuses temple funds, disrespects sacred spaces, or attempts to undermine Hindu practices shall be liable for prosecution under criminal law.


2. Strict Punishments for Desecration:
Desecration of Hindu temples, sacred objects, or religious gatherings will be punishable with:

For minor offenses: Imprisonment for up to 5 years and a fine of ₹1,00,000.

For severe offenses: Imprisonment for up to 10 years and a fine of ₹5,00,000.

 

3. Punishment for Misuse of Temple Funds:
Any person or group found guilty of misusing temple funds for purposes other than those designated by the temple administration shall be subject to:

Imprisonment for a minimum of 5 years.

Full recovery of the misappropriated funds along with an additional penalty.

 

 

Section 5: Regulation of Dietary Practices in Public Spaces

1. Dietary Separation in Public Eating Places:
In public and private eating establishments across India, restaurants (except those purely non-vegetarian) must:

Ensure that there are separate utensils, kitchens, and storage areas for vegetarian and non-vegetarian food.

Ensure that vegetarian food is not cross-contaminated by non-vegetarian ingredients or cooking practices.

Violations will result in the suspension of the restaurant’s license for a period of 6 months for the first offense, followed by permanent closure for repeated offenses.

 

 

Section 6: Protection of Hindu Properties and Heritage Sites

1. Preservation of Hindu Heritage Sites:
All historical and culturally significant Hindu temples, monuments, and heritage sites shall be preserved and protected by law. Any attempt to alter, destroy, or misuse these sites will result in legal action, including imprisonment for up to 7 years.


2. Protection Against Encroachment:
Any individual or entity found encroaching on Hindu religious properties or temple lands will be subject to immediate eviction and legal prosecution, with penalties including fines and imprisonment.

 

 

Section 7: Establishment of Hindu Protection Committees

1. Formation of Hindu Protection Committees:
Each district and state shall form Hindu Protection Committees, composed of representatives from the Hindu religious community. These committees will oversee the implementation of the Hindu Act, 2024, and will have the power to report violations to law enforcement agencies.


2. Role of Committees:
The committees will be responsible for:

Monitoring the management of temple funds and assets.

Ensuring that all religious practices and sacred spaces are respected.

Reporting instances of violation to authorities for swift legal action.

 

 

Section 8: Amendment and Enforcement of the Act

1. Amendments:
Any amendment to the Hindu Act, 2024, must be approved by a majority of the Hindu religious community through a structured consultation process.


2. Enforcement:
This law shall be enforced throughout the territory of India with immediate effect. Any violation of its provisions shall result in strict legal action, and offenders will be prosecuted in accordance with the penalties outlined in this Act.
