Petition to get JENNIFER’S LAW TO THE MINNESOTA LEGISLATURE!!!

The Issue

Jennifer’s Law     Protecting Victims. Closing the Gaps. Saving Lives.       Jennifer’s Law is a proposed Minnesota law designed to strengthen accountability for repeat violent offenders convicted of domestic assault and sexual assault. It was created in loving memory and in honor of Jennifer Rose Millons, a deeply loved woman whose life was taken by Shay Benson who has a long documented history of violent behavior. Her case exposed tragic systemic failures in the justice system that allowed a dangerous offender to be released when stronger safeguards could have prevented further harm. ⸻ Why We Need This Law Research and lived experience show that repeat offenders often display escalating patterns of domestic violence and sexual assault. Victims face the highest risk when an offender has multiple violent convictions. Current laws can allow early release, fragmented oversight, and limited monitoring. Families and victims are frequently excluded from sentencing and release decisions that directly affect their safety. Public safety depends on closing these gaps and addressing patterns of repeated violence before lives are lost. ⸻ What Jennifer’s Law Would Do • Require mandatory minimum prison sentences for repeat domestic assault convictions, including cases involving strangulation • Apply consecutive sentencing for offenders convicted of both domestic violence and sexual assault • Require independent expert review panels before the release of individuals previously civilly committed as sexually dangerous or exhibiting documented patterns of extreme violence • Enforce electronic GPS monitoring for repeat violent domestic offenders for a minimum of five years following release • Guarantee victims and families notification and the right to submit impact statements during sentencing and release hearings • Establish a public registry for repeat high-risk domestic violence offenders • Expand victim support services, including relocation assistance, shelter access, and trauma-informed counseling ⸻ The Purpose Jennifer’s Law exists to honor victims by preventing future tragedies. It ensures that individuals with long and dangerous histories of violence cannot continue to slip through cracks in the system. It gives families a voice, strengthens accountability, and prioritizes the safety of those most at risk. ⸻ Call to Action We call on Minnesota legislators to pass Jennifer’s Law and stand with survivors and families.
