Good evening Mayor & Commissioners
My name is Daphne Katz.
On June 12 2024 my husband Frank and I presented our petition to continue the south end of Lake Shore Drive, a cul de sac, as it has been for the last 3 years.
At that time we had 194 signatures from current residents and users of Kelsey Park’s facility.
We were rather naive at that time. We thought you would read our petition, and of course agree with us. Not realizing that we were facing an organization that had so much power, money and connections, that we were like the proverb fly caught in the spider's web.
We are back again, this time with 367 signatures. Many people would say that's not a lot, but those signatures are only from Lakeshore Drive residents and others who enjoy Kelsey parks facilities, and attained during the summer months when Florida is at its lowest population.
We recognize that the building of Nautilus 220 brought the means to improve Lake Shore Drive. The flooding issues, Kelsey Park's children's play areas and the facilities were upgraded. Trees and flowers were planted, Lake Shore Drive became an oasis, for both residents and visitors to Kelsey Park.
We acknowledge that it is due to this undertaking by the developers of Nautilus 220 that Lake Shore Drive is a contender for the 11th Annual Great Places in Florida. However unless the south end of Lake Shore Drive becomes a permanent cul de sac , this will be the only time such a statement will be made.
It is obvious to us who live and those who enjoy Kelsey's Park facilities that you do not understand our concerns.
Bluntly put, if Lake Shore Drive does not become and remain a Cul De Sac, the street will become the main entrance to Nautilus 220, the amount of traffic that would cause, due to the number of residents and visitors would change the look of Lakeshore Drive drastically.
We are giving you these documents,statements and photos which we believe will give you a clearer understanding of the reason behind our petition.

At the September 18th meeting I was directed by the Mayor to send you this letter to notify you that the Commission will not be closing this road. The Town will continue to monitor the situation.”

9/30/24: Until Nautilus 220 is open to residential occupation there is clearly nothing to monitor.
We have hopes that the information that we sent you would enable you to realize what the future of Lake Shore Drive would look like.
It’s unfortunate that Lake Park Commissioners do not have the foresight to plan for the future of Lake Shore Drive. Whereas 369 residential signee’s & growing have the foresight do do so.

We start with these 3 photos, first showing Lakeshore Drive as a 1 way street. Nautilus 220 management has constantly abutted our comment that in August 2019 it was only a one way entry south into the marina and Silver Beach Rd. At that time there was no entry back. You can check with the retiring town manager John D'Agostino on that.
The management of Nautilus 220 constantly uses erroneous information like this, and other details to derail this petition. Far too many for us to contest again. We would like to point out though that all their rebuttals used refer to past and current conditions. The photos dated from 2007 and 2015 and remarks from current times, also some personal untruths.
We are concentrating on the future of Lakeshore Drive, as it will function once Nautilus 220 is completed.
It is not difficult to understand their fierce opposition to our petition to keep the south end of Lakeshore Drive a cull de sac as proven by the accompanying photos.
One shows the south end entrance from Lakeshore Drive into the Nautilus 220 complex as the existing dirt road it is now. It goes straight past the front of the building still in construction, and where once stood a 2 storied residence.
Next photo shows a photo of the south end of Lakeshore Drive going into the Nautilus complex.
The last photo shows an artist rendering showing the main entrance to Nautilus 220 on Lakeshore Drive. While not named as such, it's impossible to not know this is Lakeshore Drive as the area shown matches other renderings.
This is the entrance they claim does not exist. No mention is made of it anywhere in any of their statements.
We constantly hear that entrance will be from Cypress Rd and Bayberry Rd. Yes traffic can certainly enter from Rt 1 on those roads and then go where?

Here are photos of artist renderings of what the finished Nautilus 220 will look like. As you can see it is immensely huge, and will dominate the area surrounding it. For perspective, compare it to the building we live in to the right of Nautilus 220.
Nautilus 220 is far more than just a residential building but more a small city. Just looking at it you can imagine the enormous number of people who would live there and the additional number who would visit, as well as the service people who would be needed
Enclosed are statements from their brochure. Besides its 340 condominiums ranging from 1 to 4 bedroom apartments, there will be a restaurant, retail shops, a cafe, and Professional office suites. No mention has yet been made how many of these there will be.
There are also health areas and a massive list of social and entertainment activities, to which family and friends could join you in, plus the marina which will have a 100 boat slips, fishing and scuba diving as well as day trips to the Bahamas.
There has also been talk of the marina having a restaurant and a small condominium
If you combined all of these people together, residents both home and professional, quests, shoppers, diners, boat owners, visitors, and service
people, the daily number could reach the 1,000’s.
Remember all these people would need transportation. Can you imagine that number of cars coming and going on Lakeshore Drive every day?

We submit a copy of page 6 from Nautilus 220 Traffic Impact Statement in which they state that over the next 5 yrs traffic on Rt 1 will increase to Appx, 2328 daily. However, because of a law that allowed them to not include current residential traffic as a factor, they did not do so.
Just because legally those numbers could be excluded, the fact is they exist and will be traveling the road as well. Management of Nautilus 220 is vehemently against our inclusion of this item in our data.
If we take from Nautilus 220 Traffic account the fact that daily traffic numbers on Rt.! will increase to 2328 vehicles each day and combine the residential traffic increase of 660 vehicles daily, we have a total of 3098 vehicles daily in our area on Rt.1.
We have tried to make you understand how large a complex Nautilus 220 actually is. With 340 housing units with an untold number of residents, and outside service people that will follow, the amenities that will draw non-residents, the families and friends who will visit. The number of human beings coming and going will be astronomical.
It is a foregoing conclusion that if the direct entrance to Nautilus 220 from the south end of Lakeshore Drive is allowed to remain open and not become a cul de sac, the number of vehicles that would divert from Rt.1 onto Lakeshore Drive would be horrific.
The managers of Nautilus 220 know that if they had publicly announced the main entrance to their building would be on the south end of Lakeshore Drive, the community would be totally against that. They thought they could sneak it through, which is why they have put so much energy into sabotaging our petition.
Many people bring many cars. Many cars bring many problems.
When traffic diverts from main roads to residential streets, drivers' concentration relaxes. Besides noise and air pollution we get congestion, and most dangerous distraction.
According to reports from the National Highway Traffic Safety Administration, driver's distraction has caused the most injuries and deaths to children at parks and schools.
We have nothing against Nautilus 220, we just do not want their
cars on Lakeshore Drive.
Please don’t let them get away with it. Consider you constituents feelings and safety.

The trip generation difference between the existing plan of development and new plan of development excluding all existing and proposed residential trips is shown in Table 8 and may be summarized as follows:

Daily Traffic Generation = 660 tpd
AM Peak Hour Traffic Generation (In/Out) = 40 pht (33 In/7 Out)
PM Peak Hour Traffic Generation (In/Out) = 64 pht (37 In/27 Out)
4.0 RADIUS OF DEVELOPMENT INFLUENCE
Based on Table 12.B.2.D-7 3A of the Palm Beach County Unified Land
Development Code Article 12 – Traffic Performance Standards, for a net trip generation of 64 peak hour trips, the radius of development influence shall be one (1) mile.
For Test 1, a project must address those links within the radius of development influence on which its net trips are greater than one percent of the LOS “D” of the link affected on a peak hour, peak direction basis AND those links outside of the radius of development influence on which its net trips are greater than five percent of the LOS “D” of the link affected on a peak hour, peak direction basis up to the limits set forth in Table 12.B.2.C-1 1A: LOS “D” Link Service Volumes.
For Test 2, a project must address those links within the radius of development
influence on which its net trips are greater than three percent of the LOS “E” of the
link affected on a peak hour, peak direction basis AND those links outside of the
radius of development influence on which its net trips are greater than five percent
of the LOS “E” of the link affected on a peak hour, peak direction basis up to the
limits set forth in Table 12.B.2.C-4 2A: LOS “E” Link Service Volumes.

This is where Nautilus 220 will present danger and will cause imminent danger to children, families and Kelsey Park facility users. It can also decrease property values, depending on the Real Estate Market.
There will be constant traffic daily, and the noise and fumes will cause serious health problems to all of us.
Noise pollution is an invisible danger. It cannot be seen but it is present anyway. Studies have shown that there are direct links between noise and health. Problems related to noise include stress related illnesses, high blood pressure, speech interference, hearing loss, sleep disruption and loss productivity.
