Toronto media outlets frequently film and live-report on highly vulnerable individuals—including people experiencing homelessness, disabled individuals, Indigenous peoples, victims of assault, and those struggling with severe drug addiction and active overdose—without explicit, informed consent. A critical example occurred on August 5, 2026, when CP24, CTV, and CityNews Toronto live-recorded residents during an emergency response to a fire at a city-run shelter hotel at 2180 Islington Ave in Etobicoke. Broadcasting vulnerable people during moments of medical crisis, evacuation, and trauma commodifies human suffering, violates personal privacy, and compromises public safety. Vulnerable populations facing systemic hardships deserve dignity and protection, not non-consensual public exposure for broadcast entertainment or sensationalized news. 

We, the undersigned residents of Toronto and concerned citizens, call upon the Toronto City Council, the Ontario Legislature, and the Parliament of Canada to implement strict regulations banning media outlets from live-recording, broadcasting, or publishing identifying footage of vulnerable populations—specifically individuals experiencing homelessness, people with visible or invisible disabilities, Indigenous peoples in vulnerable conditions, victims of physical or sexual assault, and those experiencing severe drug addiction or medical emergencies related to overdose—without prior, verified, written, or recorded informed consent. We demand immediate municipal bylaws, provincial statutory updates, and federal broadcasting policy amendments to hold media organizations legally and financially accountable for exploitative reporting that compromises human dignity and public safety.
