Petition to ban Stray dogs in Housing societies.

The Issue

Stray dogs in gated societies are a national problem with many incidents we hear every day of attacking children and adults, not just on streets but within the gated society premises. When a man attacks other men a law is there, when a pet dog attacks a human, the law is there but where is the law when a stray dog is attacking, who should be held responsible if a human loses a life or gets hurt by stray dogs? In this situation it feels like the stray dog has more rights to live than a human, in a gated society people are living in dog terror, kids can't play in the park, Elderly people can't take a walk freely and even adults are carrying a stick alone, the trauma is real. Everyone is scared but no one cares that kids are losing their childhood and are restricted from playing freely. 

Though India has a comprehensive set of rules for vaccination sterilization and feeding of stray dogs, their population has only grown due to municipal failure On the ground, it has led to conflicts, with one side calling for stricter rules to keep stray dogs away from residential areas and the other expressing concern animal rights and welfare. Some Animal rights activists always say that stray dogs never attack human beings unless they are provoked but in most cases, this is not true and it is far beyond reality.

I am not against dogs or dog lovers, but no resident should be harmed or stay in terror, and No kid should be stopped from playing outside just because of the dog's terror. Sometimes these stray dogs chase people for no reason and attack kids while they are playing, they create menace, and how can someone trust the behavior of the street dog? Our govt introduced laws against pet dog owners to take full responsibility if the pet dog bites or shows aggressive behavior, but who will be responsible if a Stray dog attacks people in a gated society? Nobody is there to take responsibility, the people who love dogs and are standing for their rights, why their love is limited to feeding and cuddling, rather than taking full responsibility? Why they can't adopt the Stray dogs?

This ongoing debatable topic can go on and on and on but what is the solution, Is there any way where we can figure out a middle way as the complexity of the problem requires a systematic solution, there should be no cruelty against Stray dogs, agreed,  Strict laws should be made for pet owners-agreed, but there should also be laws against Stray dogs in gated societies. A school principal, Hospital owner, and Hotel owner when they have the right to not allow stray dogs in their premises then the Society's management should also have some right to make decisions. The majority of residents do not want stray dogs on the premises but are ready to pay their expenses to the shelter homes where stray dogs can be treated well, but the Law stops us from relocating them.

I request everyone to sign this petition to make a law that allows society management to decide whether they want Stray dogs in a housing society or not.
