Petition to Amend the City of Rye’s Unfair Snow Ordinance Parking Citations

The Issue

Residents of Rye, NY, especially those who do not have sufficient parking space in their driveways, are being unfairly penalized by snow ordinance parking tickets. Many homeowners and renters rely on street parking due to limited private parking options. These individuals, including students, working professionals, and families, have no practical alternatives and are now being fined without clear signage or prior warnings. The current system disproportionately affects residents who cannot afford additional municipal parking fees or do not live close enough to a designated lot.

If this ordinance remains unchanged, residents will continue to face unnecessary financial burdens due to tickets that feel more like a revenue-generating tactic than a legitimate public safety measure. The current enforcement—without proper signage or reasonable timing—creates confusion and hardship for those who have no other parking options. If these fines are not addressed and the ordinance is not modified, residents will be forced into costly, impractical solutions that disrupt their daily lives. This unfair enforcement will erode trust between the city and its residents, making it clear that policies favor revenue collection over the well-being of the community.

With the winter season in full swing, immediate action is needed to ensure that residents are not unfairly ticketed for simply parking near their homes. The lack of signage and the unreasonable timing of these restrictions must be addressed before more residents are impacted. We urge the City of Rye to review and revise the current ordinance to require clear signage, fair warning before enforcement, and designated parking alternatives for those without driveway space. We request the dismissal of unfair citations already issued under these vague regulations and a commitment from city officials to work with residents on a reasonable solution.
