The Issue
- Residents of The Hills of Minneola, respectfully submit this petition to formally bring attention to the ongoing and unresolved issues affecting the condition of our neighborhood streets and sidewalks. These concerns were initially communicated to The developers including Meritage Homes of our community, including our designated salesperson, Allison and Kurtis prior to closing on the home and there is proof in emails. This is for Meritage owner maybe different for other developers. Despite multiple discussions and assurances, the problems remain unaddressed, and the physical condition of the streets and sidewalks continues to deteriorate.
- As homeowners in this community, we have experienced significant frustration and disappointment due to the failure to resolve these matters. Streets and sidewalks throughout the Meritage developed areas of the neighborhood remain stained with red clay, oil and construction residue that has not been removed, even after repeated attempts at pressure washing. Additionally, many curbs, sidewalks, and road sections are cracked, uneven, and improperly finished, presenting both cosmetic and structural concerns. These conditions pose safety risks to residents, visitors, and children at play.
- The declining state of our community infrastructure is not merely aesthetic. It adversely affects property values, damages neighborhood pride, and places community members at risk of injury. According to the Centers for Disease Control and Prevention (CDC), sidewalk and roadway defects contribute to over 2.5 million emergency room visits annually in the United States. These risks are not hypothetical. Without corrective action, preventable injuries may occur within our neighborhood.
- Despite repeated communications with Meritage, the HOA, the Community Development District (CDD), and representatives from the City of Minneola, no party has assumed full responsibility. While city officials, including Jon and Tony, acknowledged certain localized repairs—such as to one homeowner’s driveway and drain—they deferred responsibility for the widespread issues to the builder. The HOA states that it is not responsible, and Meritage has failed to deliver on post-construction cleanup and repair commitments made prior to home closings.
- We, the homeowners of The Hills of Minneola, demand the following:
- A clear, written statement outlining who is responsible for the repair and maintenance of our streets, sidewalks, curbs, and related infrastructure.
- A specific and public timeline for the commencement of repair, resurfacing, and cleaning.
- A firm completion date, supported by accountability measures, to ensure that these improvements are not further delayed or neglected.
This is not simply one homeowner’s concern. More than 49 residents have already voiced support, with additional signatures being added daily. Our concerns reflect the collective voice of the community. We were sold homes in a development advertised as clean, new, and properly maintained. What we have received instead are stained streets, neglected sidewalks, and unkept promises.
This petition serves as a formal request for immediate action. We call upon Meritage Homes, Ashton Woods Homes , the HOA, the CDD, and the City of Minneola to fulfill their responsibilities and protect the long-term safety, value, and aesthetic integrity of our neighborhood.
Together, we will hold those responsible accountability, transparency, and the quality of life that we were promised.
