Petition Requesting Felony Charges for Animal Torture, ADA COUNTY IDAHO

The Issue

We, the undersigned residents of Idaho and concerned members of the public, respectfully request that the Ada County Prosecutor’s Office review and pursue appropriate felony charges in the case involving George Edward Gebran, who is currently wanted in connection with the trapping and shooting of cats within Garden City limits.

According to publicly reported witness statements, animals were allegedly trapped in cages and then shot multiple times. Witnesses reported hearing prolonged suffering and seeing evidence of severe injury.


If these reports are accurate, the alleged conduct may go beyond misdemeanor cruelty and fall within the scope of Idaho Code §25-3504A, which addresses the torture of companion animals.

Under Idaho law:


Idaho Code §25-3504 prohibits cruelty to animals and unnecessary suffering.
Idaho Code §25-3504A addresses the torture of companion animals, which may be prosecuted more severely and can carry significant penalties.

Animals confined in cages are completely defenseless. Intentionally harming animals in this manner may constitute malicious torture rather than ordinary cruelty, depending on the circumstances.

In addition, the alleged discharge of a firearm within city limits raises concerns for public safety and compliance with municipal law.

Animal cruelty has long been recognized by criminologists and law enforcement as a serious issue because patterns of violence toward animals can correlate with broader public safety risks.

For these reasons, we respectfully request that the Ada County Prosecutor’s Office review the evidence in this case and determine whether the facts support enhanced charges under Idaho law.

Our community expects acts involving deliberate suffering of animals to be investigated and prosecuted thoroughly under the laws of the State of Idaho.

We thank law enforcement and prosecutors for their work protecting both people and animals in our community.
