Respected Khenpos, Geshes, and the entire monastic community of Drepung Gomang Monastery, as well as fellow Tibetan compatriots:

We, Dhotoe Tibetans in exile, with heavy yet resolute hearts, issue this open petition to Drepung Gomang Monastery. Recently, Drepung Gomang Monastery issued an announcement expelling Geshe Atuk Tseten from the monastery. This action has not only severely hurt the feelings of the broad Dhotoe monastic and lay communities but has also triggered strong opposition and questioning from us. We cannot help but ask: Why always Dhotoe people? Why, whenever a controversy arises or “rectification” is needed, is the focus always directed at personnel from our Dhotoe background? This kind of targeted suppression must be stopped immediately and corrected!

Geshe Atuk Tseten has been a monk since childhood. His father’s generation made tremendous sacrifices for the “Tibetan cause.” After enduring great hardships to escape to India, he studied diligently for many years at Drepung Gomang Monastery and earned the Geshe Lharampa degree. He has long served the Tibetan community and was elected as the Gelug representative to the Tibetan Parliament in Exile. He has devoted himself wholeheartedly to upholding the teachings of His Holiness the Dalai Lama and advancing the Tibetan national cause. His election was a democratic choice made by Gelug monks and the wider faithful. However, he was swiftly expelled on the grounds of alleged “disciplinary violations,” even accompanied by a ban preventing monks from participating in politics. This is not only a trampling of personal dignity but also a stigmatization of the collective image of the entire Dhotoe community. We strongly question the fairness and necessity of this decision — whether it truly conforms to Buddhist precepts, monastic rules, and the overall interests of the Tibetan people, or whether it is mixed with regional prejudice and factional conflicts.

Dhotoe people have been an important and inseparable part of the Tibetan nation since ancient times. Historically, we have made tremendous contributions to Tibetan unity, cultural preservation, and resistance against foreign aggression. During our years in exile, we have continued to uphold the memory of our homeland, safeguard national dignity, established welfare associations, supported long-life prayers for His Holiness the Dalai Lama, and actively participated in community development. We are not “troublemakers,” but loyal sons and daughters of Tibet and devout disciples of the Buddha!

Drepung Gomang Monastery, as a major sacred site of the Gelug school, carries the faith and hopes of countless devotees. Its decisions should not become tools for regional discrimination or the suppression of differing views. Repeatedly targeting Dhotoe personnel not only divides the monastic community and harms unity but also violates the Buddhist spirit of equality and compassion, as well as the Tibetan tradition of “one big family.” We Dhotoe people absolutely refuse to accept such unfair treatment!

Therefore, we solemnly put forward the following demands:

1. Immediately revoke the decision to expel Geshe Atuk Tseten, restore his reputation, recognize the legitimacy of his position as Gelug representative, and cease all targeted punishments.
2. Stop the systematic suppression of Dhotoe monastic and lay personnel, establish a fair and transparent disciplinary mechanism, and ensure that monks from all regional backgrounds are treated equally.
3. Invite representatives from Dhotoe communities to engage in dialogue with the monastery to jointly resolve the dispute and promote internal unity among Tibetans.

The decisions of Drepung Gomang Monastery concern the image and future of the entire Tibetan nation. We call upon all righteous Tibetan compatriots, international friends, and those who care about Tibetan affairs to pay close attention to this matter and express their demands in a peaceful and non-violent manner. Dhotoe people are willing to continue contributing our efforts to the flourishing of Tibetan Buddhism, to the teachings of His Holiness the Dalai Lama, and to the cause of Tibetan freedom. However, we will never accept being marginalized or stigmatized!

ང་ཚོ་བཙན་འབྱོལ་ནང་ཡོད་པའི་མདོ་སྟོད་(ཁམས་ཕྱོགས་)བོད་པ་ཚོས་སྐྱོ་གདུང་དང་སྙིང་སྟོབས་ཀྱིས་ཁེངས་པའི་སྒོ་ནས་དཔལ་ལྡན་འབྲས་སྤུང་སྒོ་མང་གྲྭ་ཚང་ལ་རེ་སྐུལ་ཞུ་ཡིག་འདི་ཕུལ་བ་ཡིན་། ཉེ་ཆར་དཔལ་ལྡན་འབྲས་སྤུང་སྒོ་མང་གྲྭ་ཚང་གི་གསལ་བསྒྲགས་བྱས་ཏེ་དགེ་བཤེས་ཨ་ཀྲུག་ཚེ་བརྟན་དགོན་པའི་སྐྱིད་སྡུག་ནས་ཕྱིར་ཕུད་བྱས་པ་དེ་མདོ་སྟོད་ཀྱི་དགེ་འདུན་དང་སྐྱ་བོ་མི་སེར་ཡོངས་ཀྱི་སེམས་ཁམས་ལ་རྨ་ཁ་ཚབས་ཆེན་བཟོས་པ་མ་ཟད་ང་ཚོའི་ངོ་རྒོལ་གྱི་བསམ་པ་དང་དོགས་པ་ཤུགས་ཆེན་པོ་བསླངས་སོང་། ང་ཚོས་མི་འདྲི་ཀ་མེད་རེད་། ཅིའི་ཕྱེར་དུས་རྟག་ཏུ་མདོ་སྟོད་པ་ཁོ་ནར་འདི་འདྲ་ཡོང་གི་ཡོད་དམ་། རྩོད་གཞི་གང་ཞིག་བྱུང་བའི་སྐབས་སུ་རྟག་པར་ང་ཚོ་མདོ་སྟོད་ཀྱི་མི་ལ་མཉའ་བསྣོན་བྱེད་དགོས་དོན་གང་ཡིན་། ང་ཚོ་མདོ་སྟོད་པ་ལ་དེ་འདྲའི་དམིགས་བསལ་གྱི་གནོན་ཤུགས་སྤྲད་ཡ་དེ་དེ་མ་ཐག་མཚམས་འཇོག་དང་ཡོ་བསྲང་བྱེད་དགོས་ངེས་ཡིན་། 

དགེ་བཤེས་ཨ་ཀྲུག་ཚེ་བརྟན་ནི་ཁམས་ཕྱོགས་ལི་ཐང་དུ་སྐུ་འཁྲུངས་ ཆུང་དུས་ནས་གྲྭ་ཚང་དུ་ཕྱིན་ ཁྱིམ་རྒྱུད་ཀྱི་ནང་མི་སྤུན་ཆེད་རྣམས་ཀྱི་བོད་མི་རིགས་ཀྱི་ཆེད་དུ་ཚེ་སྲོག་དང་ལོངས་སྤྱོད་བློས་གཏོང་གྱི་སྐུ་ལས་ཚད་མེད་སྐྱོན་ ཁོང་རྒྱ་གར་ལ་བཙན་འབྱོལ་འབྱོར་རྗེས་དཔལ་ལྡན་འབྲས་སྤུང་སྒོ་མང་གྲྭ་ཚང་ལ་ལོ་མང་དཀའ་སྤྱད་འབད་བརྩོན་གྱི་སློབ་གཉེར་གནང་ཏེ་དགེ་བཤེས་ལྷ་རམས་པའི་མཚན་བཏགས་ཐོབ་ ཁོང་གིས་བོད་མིའི་སྤྱི་ཚོགས་ལ་རྒྱུན་རིང་ཞབས་ཞུ་སྒྲུབ་པ་དང་བོད་གཞུང་གི་གྲོས་ཚོགས་སུ་དགེ་ལུགས་པའི་སྤྱི་འཐུས་སུ་འདེམས་ཐོན་བྱུང་། ཁོང་གི་རྒྱལ་བ་རིན་པོ་ཆེའི་བཀའ་སློབ་སྲུང་སྐྱོབ་དང་བོད་མི་རིགས་ཀྱི་རྩ་དོན་སྐུལ་འདེད་གཏོང་ཆེད་སྙིང་སྟོབས་འདོན་བཞིན་ཡོད་། ཁོང་སླར་ཡང་དགེ་ལུགས་པའི་སྤྱི་འཐུས་སུ་འདེམས་ཐོན་བྱུང་བ་དེ་དགེ་ལུགས་པ་སྤྱིའི་ཚད་མཐོའི་རྒྱབ་སྐྱོར་ཐོག་དམངས་གཙོའི་འོས་ཤོག་ཐོབ་པའི་ཡིན་།  འོན་ཀྱང་“སྤྱི་འཐུས་ཨ་ཀྲུག་ཚེ་བརྟན་ལགས་ཀྱིས་འབྲས་སྤུངས་བླ་སྤྱིའི་ལྷ་མོ་ཁང་དུ་རང་ཉིད་ནས་མཆོག་གསུམ་དཔང་བཙུགས་ཀྱིས་བཞག་པའི་ཁས་ལེན་དམ་བཅའ་ལ་རྩིས་མེད་རྡོག་རོལ་བཏང་བ་” ཞེས་པའི་ཞ་མོ་གཡོག་ནས་སྒོ་མང་གྲྭ་ཚང་གི་སྐྱིད་སྡུག་ནས་ཕྱིར་འབུད་བཏང་འདུག་ལ་དགེ་འདུན་པས་སྲིད་སྤྱིའི་འོས་འགྲན་ནང་ཞུགས་མི་ཆོག་པའི་གྲོས་ཆོད་ཡང་བཟོས་འདུག་། འདི་ནི་མི་སྒེར་གྱི་གཟི་བརྗིད་ལ་རྡོག་རོལ་བྱས་པ་མ་ཟད་མདོ་སྟོད་མི་དམངས་ཀྱི་སྤྱིའི་གཟུགས་བརྙན་ལ་སྐྱོན་འཛུགས་བྱས་པ་རེད་། 

ང་ཚོས་དེ་དག་ལ་དོགས་པ་ཆེན་པོ་ཡོད་།དེ་དག་ནང་པ་སྲང་རྒྱས་ཆོས་དང་བཅའ་ཁྲིམས་དགོན་པའི་སྒྲིག་ལམ་བཅས་བོད་མིའི་ཁྱོན་ཡོངས་ཀྱི་ཁེ་ཕན་དང་མཐུན་གྱི་ཡོད་དམ་ཡང་ན་ས་ཁོངས་ཀྱི་ཕྱོགས་ཞེན་དང་ཚོགས་པ་ཁག་གི་འགལ་བ་འདྲེས་ཡོད་། མདོ་སྟོད་པ་ནི་གནའ་ནས་བཟུང་བོད་མི་རིགས་ཀྱི་གྲུབ་ཆ་གལ་ཆེན་ཞིག་ཡིན། ལོ་རྒྱུས་ཐོག་བོད་ཡུལ་གཅིག་གྱུར་དང་རིག་གནས་སྲུང་སྐྱོབ་ ཕྱི་དགྲ་བོ་ལ་འགོག་རྒོལ་བཅས་མཛད་རྗེས་ཆེན་པོ་བཞག་ཡོད།བརྩན་འབྱོལསྤྱི་ཚོགས་ནང་ང་ཚོས་ཀྱང་རང་ཡུལ་གྱི་དྲན་པ་སྲུང་སྐྱོབ་དང་མི་རིགས་ཀྱི་གཟི་བརྗིད་སྲུང་སྐྱོབ་བཅས་བྱས་ནས་ཕན་བདེའི་ཚོགས་པ་བཙུགས་ཡོད་ལ་རྒྱལ་བ་རིན་པོ་ཆེའི་ཞབས་བརྟན་གསོལ་འདེབས་ལ་རྒྱབ་སྐྱོར་ཚད་མེད་བྱས་ཡོད་ ང་ཚོ་མདོ་སྟོད་པ་ནི་“དཀའ་རྙོག་བཟོ་མཁན”མིན་པར་བོད་མིའི་བུ་ཕྲུག་དྲང་པོ་དང་སངས་རྒྱས་ལ་་དད་པ་ཅན་ཞིག་ཡིན་། 

དཔལ་ལྡན་འབྲས་སྤུང་དགོན་པ་ནི་དགེ་ལུགས་པའི་གནས་མཆོག་གལ་ཆེན་ཞིག་ཡིན་པས་དད་ལྡན་གྲངས་མེད་ཀྱི་དད་པ་དང་རེ་འདུན་བྱེད་ས་ཡིན་།  རེ་བ་ལ་དེའི་ཐག་གཅོད་ནི་ས་ཕྱོགས་ཀྱི་དབྱེ་བྱེད་མི་འགྱུར་བ་འམ་ལྟ་བ་མི་འདྲ་བར་མཉའ་གནོན་པའི་ལག་ཆ་ཞིག་ཏུ་མི་འགྱུར་བར་འདོད་། མདོ་སྟོད་པ་རྣམས་ལ་ཡང་བསྐྱར་གནོན་ཤུགས་བྱེད་པ་དེས་དགོན་སྡེ་ཁག་གི་མཐུན་སྒྲིལ་ལ་གནོད་པ་དང་།བོད་མིའི་མཐུན་སྒྲིལ་ལ་གནོད་པ་། ནང་པའི་ཆོས་ཀྱི་བྱམས་སྙིང་རྗེའི་དགོངས་དོན་དང་འགལ་།བ་བོད་མིའི་“ཁྱིམ་ཚང་གཅིག”གི་སྲོལ་རྒྱུན་དང་འགལ་བ་། ང་ཚོ་མདོ་སྟོད་པས་འདི་འདྲའི་དྲང་ལྡན་མིན་པའི་ཁྲིམས་སྒྲིག་གཞི་ལ་ངོ་རྒོལ་མཐའ་གཅིག་ཏུ་ཡོད་པས་།

༡. དགེ་བཤེས་ཨ་ཀྲུག་ཚེ་བརྟན་ལ་དགོན་པ་ནས་ཕྱིར་འབུད་བྱས་པའི་ཐག་གཅོད་དེ་མ་ཐག་ཕྱིར་འཐེན་བྱེད་དགོས་། ཁོང་གི་མཚན་སྙན་སླར་གསོ་བྱེད་དགོས་ལ་ཁྲིམས་མཐུན་གྱི་དགེ་ལུགས་པའི་སྤྱི་འཐུས་ཡིན་པ་ངོས་ལེན་བྱེད་དགོས་། དམིགས་བསལ་ཆད་པ་གཏོང་མཚམས་འཇོག་དགོས་

༢. མདོ་སྟོད་པའི་དགེ་འདུན་དང་སྐྱ་བོར་ལ་དམིགས་བསལ་གྱི་གནོན་ཤུགས་སྤྲོད་མཚམས་འཇོགདགོས་ངེས་། དྲང་བདེན་དང་གསལ་སྟོན་ཅན་གྱི་སྒྲིག་ཁྲིམས་ལམ་ལུགས་བཙུགས་སྟེ་ས་ཕྱོགས་གང་ཡིན་ཡང་དགེ་འདུན་པ་ཚང་མར་འདྲ་མཉམ་དགོས་།

༣. མདོ་སྟོད་ཚོགས་པའི་འཐུས་ཚབ་དང་དགོན་པའི་བར་གྲོས་མོལ་བྱས་ཏེ་རྩོད་གཞི་ཐག་གཅོད་བྱེད་དགོས་་། བོད་མིའི་ནང་ཁུལ་མཐུན་སྒྲིལ་སྐུལ་འདེད་གཏོང་དགོས་། དཔལ་ལྡན་འབྲས་སྤུང་དགོན་པའི་ཐག་གཅོད་དེས་བོད་མི་རིགས་ཧྲིལ་པོའི་གཟུགས་བརྙན་དང་མ་འོངས་བོད་ཀྱི་མདུན་ལམ་དང་འབྲེལ་ཡོད་། 

ང་ཚོས་དྲང་ལྡན་ཀྱི་བོད་མི་ཡོད་ཚད་དང་།རྒྱལ་སྤྱིའི་གྲོགས་པོ་ བོད་དོན་ལ་སེམས་ཁུར་བྱེད་མཁན་ཚོས་དོ་སྣང་བྱེད་དགོས་པའི་འབོད་སྐུལ་བྱེད་ཀྱི་ཡོད་།  ཞི་བདེ་དང་བཞི་བའི་ཐབས་ལམ་གྱིས་རེ་འདུན་ཡིན་།  ང་ཚོ་མདོ་སྟོད་པ་ཚོས་བོད་བསྟན་སྲིད་དར་རྒྱས་དང་རྒྱལ་བ་རིན་པོ་ཆེའི་བཀའ་སློབ་ལམ་སྟོན་བོད་པའི་རང་དབང་ལས་དོན་བཅས་ལ་མུ་མཐུད་ཞབས་འདེགས་ཞུ་འདོད་ཡོད་།  འོན་ཀྱང་ང་ཚོ་ཟུར་ཕུད་དང་མཉའ་བརྣོན་བྱས་ན་ ངོ་རྒོལ་མཐའ་གཅིག་ཏུ་ཡོད་།
