Petition: Remove Flock Cameras from the Parkstone Entrance
The Issue
To: The Board of Directors, Parkstone Homeowners Association
We, the undersigned residents of Parkstone, respectfully request that the Board remove the Flock Safety automated license plate reader (ALPR) cameras installed at the community guard shack entrance.
Our Concerns
- Surveillance without resident consent or control over our personal data.
- Data privacy. Flock's ALPR system logs the license plate, location, time, and vehicle details of every car entering or leaving the neighborhood, creating a permanent record of residents' and guests' movements.
- Third-party data sharing. Flock Safety systems can share captured data with law enforcement and other outside agencies, often without individual notice or a warrant, raising due-process and privacy concerns for residents. There are also concerns with the systems being easily hacked which can lead to data leaks.
- Lack of transparency. We have not been shown a clear data retention policy, an access log, or an explanation of who can query this information and under what circumstances.
- Cost without demonstrated benefit. The HOA has not provided data showing that this system has measurably reduced crime or improved safety relative to its ongoing subscription cost, which is funded by resident dues.
Our Request
- We request Parkstone HOA remove the Flock cameras as well as any other cameras installed that have ALPR technology and/or facial recognition technology.
- Provide residents with a public accounting of all data collected to date, and confirm its deletion.
Community safety matters to all of us, but it should not come at the cost of unconsented, ongoing surveillance of our own neighbors and guests. We urge the Board to remove this system and any systems like it and show the residents of Parkstone that you care about our privacy as much as you care about our safety.
Thank you for your consideration.
