

Petition regarding Unoccupied Vehicles on Carden Hill. Brighton
The Issue
We are a united and resilient community in Hollingbury, committed to maintaining a safe and secure environment for all residents. We are currently facing a serious and urgent issue that requires immediate action from Brighton & Hove City Council: the ongoing illegal parking of caravans at the bottom of Carden Hill.
This situation has led to anti-social behaviour, obstruction of public highways, and significant safety concerns—particularly for local children and families. The risks posed are unacceptable and escalating.
Under statutory duties, including those set out in the Traffic Management Act 2004, the Council has a legal obligation to address and resolve these issues. Failure to act may leave the Council open to legal challenge or government intervention. We therefore urge immediate and decisive action to fulfil these obligations and protect public safety.
Key concerns include:
- Gas canisters stored in a clearly unsafe environment outside a Scout hut and next to a school playing field
- CCTV cameras positioned in multiple directions, including towards a school field, children’s playground, and Scout hut
- Human waste found on the field opposite where children and adults regularly play football
These conditions pose serious health and safety concerns. Immediate enforcement action is required to prevent further risk and to restore safety to the area.
While we recognise the need for compassionate engagement, the prolonged occupation of vehicles in this location is incompatable with the intended use of Carden Hill, is a much loved green space used daily by local residents, families, dog walkers and visitors.
We ask the council to act decisively to protect this area for pubicuse while addressing the issue lawfully and responsibly.
